Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the IT support services required by the Naval Criminal Investigative Service (NCIS) Digital Business Directorate (DBD) to maintain and enhance its enterprise-wide information technology infrastructure and capabilities.

• Provide comprehensive, enterprise-wide IT support services for NCIS headquarters and its global field offices.

• Services include project management, engineering, software development and maintenance, data management, systems analysis and integration, cybersecurity, daily operations, and Service Desk support.

• Support the transition of NCIS business services and mission systems to a Department of the Navy (DON) established virtual private cloud (VPC) on Microsoft Azure (Flank Speed).

• Maintain on-premises services during the cloud transition.

• Support IT Common Services Unit (ITCSU), IT Special Projects, Command Data Office, Cyber Security, Enterprise Technologies, and Enterprise Operations.

• Contract period of performance: 60 months (12-month base period and four 12-month option periods).

• Primary place of performance: NCIS Headquarters, Russell Knox Building, Quantico, VA.

• Contractor personnel must possess a Top Secret (TS) Clearance, eligible for Sensitive Compartmented Information (SCI) read-on and access prior to performance.

• Compliance with DON Cyber IT/Cybersecurity Workforce (CWF) program requirements.

• Adherence to all applicable Federal, DoD, Navy, and NCIS policies, regulations, and directives.

• Development and maintenance of a Quality Control Plan (QCP) and adherence to a Quality Assurance Surveillance Plan (QASP).

• Mandatory training for personnel, including Security Education and Awareness, and Level I Antiterrorism Awareness Training.

• Contractor must provide adequate workforce for uninterrupted performance of all tasks.

• Surge support may be required and will be provided at negotiated labor rates.
