Statement of Work (SOW) / Performance Work Statement (PWS)

To provide high-quality, sustainable, and health-focused food services at the Vault Café and manage vending machines at the Main Treasury (MT) building and Freedman's Bank Building (FBB), with a focus on fresh organic products, waste reduction, and sustainable sourcing.

• Provide take-away food and beverages at the Vault Café, emphasizing appetizing, nutritional, well-balanced, healthy, locally grown (within 100-400 miles), and preferably organic options.

• Maintain food service operations in an environmentally responsible and sustainable manner.

• Manage vending machines at the MT building and FBB, offering beverages and pre-packaged healthy snacks.

• Operate a Point of Sale (POS) system supporting credit/debit cards and online/contactless ordering.

• Nutritional Value & Quality: Offer balanced, nutritious meals meeting dietary needs.

• Food Safety & Hygiene: Strict adherence to sanitation standards, proper food handling, and cleanliness.

• Customer Satisfaction: High-quality food, timely service, and pleasant atmosphere (target ≥90% satisfaction).

• Cost Control & Profitability: Manage budgets, minimize waste, optimize labor/inventory.

• Operational Efficiency: Effective utilization and management of resources.

• Legal Compliance: Adherence to local, state, and national regulations.

• Sustainability: Participate in waste reduction, recycling, composting; use green cleaning practices; provide compostable/bio-based single-service items; offer 25% organic/locally grown food choices.

• Vending Machines: ≥95% uptime.

• Service Hours: Monday-Friday, 7 a.m. - 4 p.m. (specific hours for Breakfast, Grab and Go, Lunch, and Barista Service).

• Period: One (1) Base Year of 12 months and four (4) 12-month option years.

• Place: Vault Café, MT building, 1500 Pennsylvania Avenue, NW, Washington, DC. Kitchen/servery is approximately 3,860 sq ft.

• Staffing: At least one Certified Food Protection Manager (CFPM) on-site during operating hours.

• Menu: Must include items for dietary restrictions (low-fat, low-sodium, low-calorie, reduced sugar) and align with Dietary Guidelines for Americans.

• Reporting: Monthly Operating Statements, Patronage and Sales Reports, Equipment Records, HACCP logs, Quality Control Plan (QCP).

• Security: Favorable adjudicated Tier 2 investigation required; compliance with Treasury security directives.

• Government Furnished Property: Workspace, facility access keys/badges, and Government Furnished Equipment (GFE) will be provided.

• Contract Type: Food service contract with subsidy.

Request for Information (RFI)

This RFI is issued by the U.S. Department of the Treasury for market research purposes to determine the availability, adequacy, and capabilities of businesses to perform under a draft Performance Work Statement (PWS). The government is seeking feedback on the PWS and potential acquisition strategies to improve competition, reduce performance risk, and align with commercial best practices. This is not a solicitation or commitment to award a contract.

Vendors interested in responding should provide:

• GSA MAS Information: Suitability of GSA MAS for procurement, most appropriate SIN (if applicable), current GSA MAS Contract Number, and applicable SINs.

• Feedback on Draft PWS: Comments on the feasibility of tasks, alignment with commercial practices, reasonableness of timelines/expectations, and clarity of requirements.

• Suggestions: Recommendations to improve the PWS and identification of non-commercial practices.

• Capability Statement: Including GSA MAS Schedule Number (if applicable), SAM UEI Number, Point of Contact, and Business Size.

• Socio-economic Category: Identification of categories such as SDB, WOSB, HUBZone, SDVOSB, VOSB, and/or EDWOSB.

• Proposed NAICS Code: 722310 – Food Service Contractors.

• Small Business Size Standard: $41.5M.

• Potential Contracting Vehicle: GSA Multiple Award Schedule (MAS).

• Response Deadline: Wednesday, May 6, 2026, by 1300 ET.
