Scope of Work
The contractor will furnish and install a complete FMS capable of accurately controlling and recording real-time data on generator fuel levels, consumption, and overall management. Key requirements include:
- Continuous monitoring and reporting of generator operational status, battery voltage, engine hours, alarm/fault codes, utility power status, temperature, oil, generator mode, fuel level, and refill events.
- A centralized, cloud-based Monitoring Platform with web and mobile applications.
- Monitoring of fuel bowsers for location and exact liters fueled in/out, with lockable systems on bowsers.
- Provision of all necessary hardware, software, internal and external systems integration, implementation, maintenance, training services, and a comprehensive warranty.
- General maintenance or repair of the physical generators is explicitly excluded from this contract.
Contract & Timeline
- Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ)
- Period of Performance: One-year base period with a maximum of four one-year optional periods.
- Minimum Order Guarantee: 30 generators managed per month for each contract year.
- Maximum Order Limit: 60 generators managed per month for each contract year.

Submission & Evaluation
Proposals must be submitted electronically to lusaka-procurement@state.gov in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format. The file size limit is 30MB per email. Required documents include SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and Proof of SAM Registration. Proposals must be in English. Award will be made to the lowest priced, acceptable, responsible offeror, considering price, technical compliance with Section 3, and contractor responsibility (FAR 9.1).
