This solicitation is a Request for Quotes (RFQ) for the installation of portable armory units, HATS units, and walkways at the U.S. Embassy in Baghdad, Iraq. • Installation of three portable armory units (R-1 & R-2) and one HATS unit.

• Installation of foundations for the armory and HATS units.

• Compliance with U.S. Department of State Overseas Buildings Operations (OBO) Master Specifications and design standards.

• Submissions must be electronic, in MS-Word, MS-Excel, or Adobe Acrobat (pdf) format, not exceeding 30MB per file.

• Evaluation will be based on the lowest priced, acceptable, responsible quoter.

• Key evaluation factors include past performance, construction experience, organization, staff experience, project manager qualifications, performance schedule, preliminary quality management program, and safety program.

• Offerors must be technically qualified and financially responsible.

• Specific qualifications include language skills (English), business license, minimum three years of construction experience, required certifications, local licenses/permits, insurance, financial stability, no criminal record, and no conflict of interest.

• All teams must be security cleared/vetted.

• Offerors are encouraged to register in the System for Award Management (SAM).

• A site visit is scheduled for 02/25/2026 at 10:00 am. Interested attendees must submit a request form by 02/22/2026.

• Questions regarding the RFQ are due by 02/26/2026 at 12:00 pm Baghdad local time. Answers will be posted by 03/03/2026.

• Required forms for submission include SF-1442, Section A (Pricing), Section L (Representations and Certifications), Attachment 4 (Breakdown of Price), proof of SAM registration, and other information as required in Section J.

• Performance and Payment Bonds are required.

• Liquidated damages of 100,000.00 IQD per day will apply for delays.

This is a Request for Quotes (RFQ) for "Bush hogging riverbank" services. The U.S. Government intends to award a contract to the responsible company submitting the lowest price technically acceptable offer. The government may hold discussions if needed but intends to award based on initial proposals.

• Cut down all trees and trim stumps to a height of less than 20 cm above ground level (excluding palm trees).

• Uproot weeds, or cut to soil level if uprooting is not possible.

• Cut river reeds down to water level.

• Remove all debris from the site.

• Ensure existing C wires are not damaged.

• Secure all storing fire accelerants, hand and power tools, rebar, rigid conduit, loose scaffolding, and other construction materials at the end of each workday.

• The contract will be a firm fixed-price purchase order.

• Period of Performance: To be completed within 40 days after contract award (includes up to 14 days for PMNOC approval). Work shall not exceed 26 days after PMNOC is secured.

• Place of Delivery: US Embassy Al Kindi Street - Baghdad, Iraq.

• Quotations are due by December 20, 2025, at 14:00 Baghdad local time.

• Submit quotations electronically to baghdadgsoprocagt6@state.gov in MS-Word, MS-Excel, or Adobe Acrobat (pdf) format. File size must not exceed 30MB per email; larger submissions must be sent in separate emails.

• Required submission items: SF-18, Section A (Pricing), and the complete solicitation package (Section 5 - Instruction to Offerors).

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible quoter. The government reserves the right to reject quotations that are unreasonably low or high.

• A site visit is scheduled for December 7, 2025, at 10:00 am. Interested parties must submit a "BEC Access Form" and ID to baghdadgsoprocagt6@state.gov by December 3, 2025, 10:00 am Baghdad local time.

• Questions related to the RFQ must be submitted to baghdadgsoprocagt6@state.gov by December 8, 2025, 12:00 pm Baghdad local time. Answers will be posted by December 9, 2025.
