Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for maintenance, inspection, certification, and repair services for material handling equipment (MHE) and hydraulic equipment at the U.S. Army Combat Capabilities Development Command (DEVCOM) Soldier Center in Natick, MA.

• Services include inspections, certifications, repair, and preventive maintenance for a variety of equipment, including gas and electric forklifts, lifting devices, chain falls, hoists, overhead lifts, lifters and stackers, gators, manual and electric walk-behind lifters, lifting tables, lifting baskets, trailers, and all hydraulic equipment located in Building 66.

• The scope also includes the ability to purchase new MHE and to inspect and certify both pre-existing and newly purchased equipment.

• Contractors will be on call for services on an as-needed basis.

• Equipment maintenance must be performed in accordance with ANSI B56.1-2020: Safety Standard for Low, High Lift Trucks.

• Compliance with International Organizational Standard ISO 9001 and manufacturer specifications is required.

• Load testing must be conducted in accordance with OSHA and Army Regulations.

• Contractors must supply all necessary tools, parts, equipment, and personnel.

• The Blanket Purchase Agreement (BPA) period of performance is five years.

• Work must be completed within ten working days of initial contact.

• The primary place of performance is DEVCOM Soldier Center, 15 General Greene Avenue, Natick, Massachusetts 01760.

• Contractors must be qualified and licensed for the specified equipment.

• Personnel must be factory-trained and certified technicians with demonstrated knowledge and expertise in hydraulic lifting equipment and safety.

• Specialized experience includes maintenance and repair of hydraulic lifting equipment, diesel engines, load testing, vertical lift testing, electric vehicle repair, chain fall/overhead lift repair, and cargo trailer DOT compliance.

• Disassembly should be limited to the minimum extent necessary.

• No security clearance is required.

• No Government Furnished Property is provided, but in-house support for real property and utilities will be available.

• No Other Direct Costs (ODCs) are anticipated.

• Deliverables include satisfactory completion of all requirements, providing repair quotes and labor costs before work, documenting repair completion dates, and providing technician contact information.

• Contractors are responsible for managing and overseeing their personnel.

• Invoicing will be a one-time invoice for completed work.
