Scope of Work

The awarded BPAs will cover comprehensive maintenance, inspection, certification, and repair services for a wide range of material handling equipment (MHE) and hydraulic systems at DEVCOM SC in Natick, MA. This includes, but is not limited to, gas and electric forklifts, various lifting devices, chain falls, hoists, overhead lifts, lifters, stackers, gators, manual and electric walk-behind lifters, lifting tables, lifting baskets, trailers, and all hydraulic equipment located in Building 66. The scope also includes the ability to purchase new MHE and to inspect and certify both pre-existing and newly purchased equipment. Contractors will be on-call for services on an as-needed basis, performing both scheduled preventive maintenance and unscheduled repairs.

Performance Standards & Personnel Qualifications

Services must adhere to ANSI B56.1-2020, ISO 9001, manufacturer specifications, and OSHA/Army Regulations for load testing. Contractors must supply all necessary tools, parts, equipment, and personnel. Personnel must be factory-trained and certified technicians with a thorough understanding of hydraulic lifting equipment and safety. Specialized experience is required in areas such as diesel engines, load testing & certification, vertical lift testing & certification, electric vehicle repair & maintenance, chain fall & overhead lifts repair, maintenance & certification, and cargo trailer DOT compliance.

Contract Details

  • Contract Type: Request for Proposal (RFP) for multiple Blanket Purchase Agreements (BPAs).
  • Number of Awards: The Government intends to award approximately two (2) to four (4) BPAs, reserving the right to award more or none.
  • Duration: BPAs may remain in place for up to five (5) years, subject to annual evaluation.
  • Total Maximum Value: The combined total maximum amount for all awarded BPAs is $350,000.00 over the five-year duration.
  • Individual Call Limit: No individual BPA Call will exceed $50,000.00.
  • Place of Performance: DEVCOM Soldier Center, 15 General Greene Avenue, Natick, Massachusetts 01760.

Submission Requirements

  • A signed letter with company details (CAGE, DUNS, TIN, business size, POC) and acknowledgment of any amendments.
  • A narrative (limited to 10 pages) explaining the ability to perform the Statement of Work (SOW), including two recent (within the last five years) and relevant past performance references.
  • A current price list for all SOW services/equipment, including labor and materials rates. This must include the annual service price broken down per equipment (using the provided template) and the cost to replace two highlighted items from the "Equipment list for Replacement" document.
  • Offerors must be registered in SAM.gov under NAICS 811310.

Evaluation Criteria

Award will be made to the responsible vendor(s) representing the Lowest Price Technically Acceptable (LPTA) to the Government. Evaluation factors, in order of importance, are Technical Requirements/Past Performance and Price. Technical proposals must demonstrate the ability to perform all services described in the SOW (an "ALL or NONE" requirement). Past performance will be assessed for recency (within 5 years) and relevance. Price will be evaluated for fairness and reasonableness. The Government intends to award without discussions but reserves the right to conduct them if necessary.
