Scope of Work

The contractor will provide brand name or generic medical supplies as detailed in Attachment 1 – Product Pricing Matrix. This includes a wide range of items such as pharmaceuticals, vaccines, diabetic supplies, diagnostic accessories, disposable scrubs, hygienic products, and various medications. Deliveries are required within three (3) days After Receipt of Order (ARO) to all FBI locations, with F.O.B. Destination for CONUS orders. OCONUS delivery times and shipping fees will be assessed at the time of order. Offerors must have an established online ordering system with "Gatekeeper" functionality, allowing approval by the FBI Medical Director or COR before orders are processed. All proposed products must be new, not grey market, and TAA compliant; if a TAA-compliant version is unavailable, it must be identified. The contractor must also be an authorized reseller.

Contract Details

  • Contract Type: Firm Fixed Price (FFP), single award, Indefinite-Delivery Indefinite-Quantity (IDIQ).
  • Period of Performance: One (1) base year with four (4) one-year option periods, and a possible six (6) month extension.
  • Anticipated Period: June 1, 2026 – May 31, 2031, with a potential extension to December 1, 2031.
  • Estimated Contract Value: Maximum of $1,500,000 over the life of the contract. The minimum order quantity is $1,000.00.
  • Set-Aside: None.

Submission & Evaluation

  • Proposal Submission Deadline: April 27, 2026, at 05:00 PM EST.
  • Questions Deadline: April 13, 2026, at 05:00 PM EST.
  • Submission Method: Proposals must be emailed to LRCALVERT@FBI.GOV. Questions must be submitted using the Offeror Question Submission Attachment.
  • Evaluation Factors: Award will be made to the responsible Offeror whose proposal is technically acceptable and offers the lowest price (Lowest Price Technically Acceptable - LPTA).
  • Technical Acceptability: Requires active SAM.gov registration, adherence to FFP pricing for all items and periods, and provision of a test account for the ordering portal.
  • Pricing: Offerors must price all 584 line items in Attachment 1 for a quantity of one (1) across the base and all option years. If an item is unavailable, an equivalent product must be offered. Cumulative pricing will be used for evaluation. Shipping costs must be included in the best and final price.
  • Offer Validity: Offers must be valid for 90 calendar days from the closing date. A signed SF-33 is not required; proposals must be signed by an authorized official.

Additional Notes

Historical order volume data is not available. The policy for exchange or discounted replacement of expired or short-dated products applies to items expiring while in Government possession.
