• Shipping Costs: Bidders should include F.O.B. destination shipping costs in their best and final price. The government will assess shipping fees for OCONUS deliveries (HI, AK, PR) at the time of order.
• Product Quantities: The quantity of (1) for all 584 line items in Attachment 2 is confirmed as correct for pricing.
• Historical Data: Historical order volume data is not available, as this is an IDIQ contract with as-needed orders.
• Unavailable Items: Offerors must price all items in the Product Pricing Matrix. If an item is unavailable, an equivalent product must be offered. Cumulative pricing will be used for evaluation.
• Delivery Time (OCONUS): Delivery time and shipping fees for OCONUS locations will be assessed at the time of order.
• Priority Shipping: Government priority ordering/shipping is not required. Offerors must meet a three-day ARO shipping requirement for all CONUS orders.
• Manufacturer Shipments: Orders shipped directly from the manufacturer are acceptable.
• SF-33 Submission: A signed SF-33 is not required. Proposals must be signed by an authorized official.
• Expiration/Short-Dated Products: The policy for exchange or discounted replacement of expired or short-dated products applies to any product that becomes expired while in Government possession.
• "Gatekeeper" Functionality: "Gatekeeper" refers to an approval authority within the online ordering system, requiring approval by the FBI Medical Director or COR before orders are processed.
• Non-TAA Items: Offerors must propose TAA-compliant products. If a TAA-compliant version is unavailable, it must be identified in the TAA certificate. The government will consider non-TAA compliant products if no compliant offers are available or sufficient.

Several sections of the RFP have been amended, including delivery times for OCONUS locations and the requirement for government priority shipping. The SF-33 submission is clarified as not required. Offerors need to ensure all items are priced, and equivalent products are offered if originals are unavailable. The policy on expired products extends to items expiring while in government inventory.

• Contract Type: Firm Fixed Price (FFP), single award, Indefinite-Delivery Indefinite-Quantity (IDIQ).

• Period of Performance: One (1) base year with four (4) possible one-year option periods, and a possible six (6) month extension.

• Anticipated Period of Performance: June 1, 2026 – May 31, 2031 (with potential extension to December 1, 2031).

• Estimated Contract Value: Maximum of $1,500,000 over the life of the contract. Minimum order quantity is $1,000.00.

• Proposal Submission Deadline: April 27, 2026, at 05:00pm EST.

• Questions Deadline: April 13, 2026, at 05:00pm EST.

• Proposals must be submitted via email to LRCALVERT@FBI.GOV.

• Evaluation Factors: Award will be made to the responsible Offeror whose proposal is technically acceptable and offers the lowest price.

• Technical Acceptability: Requires active SAM.gov registration, adherence to FFP pricing for all items and periods, and provision of a test account for the ordering portal.

• Pricing: Evaluated based on FFP for quantity of one (1) for all line items and for the base and option years. Anticipated price increases must be built into rates.

• No set-aside requirement.

• Offerors must be registered in the System for Award Management (SAM.gov) with an "active" status.
