Scope of Opportunity
The leased premises are located in the Sandy Hook Unit and include concrete pads, beach plazas, and other designated areas. Specific use types and locations include:
- Hot and/or Cold Food: Lots D2 and D3
- Desserts: Lot D1 and Roving (C1 or E1)
- Beach Equipment: Lot D5
- Watercraft: Across from Lot C2
- Bicycle Rental: Area adjacent to Building 67 with storage in Lot I The sale of alcohol is strictly prohibited. Lessees are responsible for providing water, offsite wastewater disposal, and all utilities. Minimum operating hours are Saturdays, Sundays, and Holidays from 10:00 AM - 3:00 PM, from the Friday before Memorial Day through Labor Day.
Contract Details
- Type: Leasing Opportunity (RFP)
- Term: Non-negotiable, through September 30, 2030.
- Rent: Offerors must propose an annual fixed Fair Market Value Rent (FMVR), payable in two installments (May 15th and July 15th). Percentage rent is not accepted.
- Insurance: Required coverages include General Liability, Property & Casualty, Worker’s Compensation, and Business Interruption, with commercial general liability minimums of $1,000,000 single/$3,000,000 aggregate.

Submission & Evaluation
Proposals must be submitted electronically to GATEWAY_BMD@nps.gov by Monday, June 1, 2026, at 11:59 PM. Submissions must be in Adobe PDF format, limited to 15 pages (excluding attachments), with a total email size not exceeding 20MB. Separate proposals are required for each desired location, with a ranked order of preferences if applying for multiple.
