This Request for Quotations (RFQ) is for VNET-Dedicated Fiber Broadband Circuit services for the U.S. Embassy in Oman. The government intends to award a contract to the responsible company offering the best value, considering technical acceptability and price. Discussions may be held if necessary.

• Procurement of Dedicated Internet Access, Internet Services, and Circuitry for the U.S. Embassy Oman (Muscat).

• Service must be high-end, professional grade, dedicated (not shared), 24/7, "always-on" with unlimited usage.

• Fiber optic, terrestrial connectivity is preferred.

• Local ISP access circuit to the Post must meet specified requirements.

• Solution must be via Fiber Optic cabling (hard-wired); WiMAX, satellites, or wireless solutions are not allowed.

• Dedicated data transmission of 70 Mbps or higher.

• Specific requirements include:

  • Installation and support of a Dedicated Internet Access (DIA) connection.
  • Connectivity from the U.S. Embassy compound demarcation point through the ISP central office to the Internet.
  • Ethernet capable connection at the U.S. Embassy compound demarcation point.
  • A minimum of four (4) usable, dedicated IPv4 addresses from the ISP's address pool (/24 through /29 subnet).
  • Publicly routable IPv4 addresses.
  • Unfiltered transmission of all IP traffic types (UDP, TCP, IPSEC).
  • Adherence to specific IPv4 latency levels (32ms or less, packet loss < 5%, single hop).
  • Full maintenance support 24/7.
  • Network diagrams showing physical and logical layout.
  • Specific ISP interface connectors (LC fiber connector MM-multimode - Gigabit).
  • ISP availability: "Always on".
  • ISP connection: IPs must NOT repeat and NOT use Network Address Translation (NAT).
  • No ZTE, Huawei, Xiaomi, or affiliated branded products.
  • Service availability and reliability of at least 99.7% uptime.
  • Bandwidth must be dedicated to unlimited usage.
  • Connection Ratio must be 1/1.
  • Contention Ratio (downstream/upstream) must be 1:1/1:1.
  • Quality of Service (QOS) must be at minimum greater than 99.97%.
  • Round Trip Time (RTT) faster than 100ms for internet service.
  • Redundancy in the Internet backbone between Oman and USA.
  • Fault-tolerance Fiber Optic connectivity to the U.S. Embassy Muscat.
  • RJ-45 interface connectors with a 10/100/1000BaseT interface.
  • Power standard sources must be dual voltage (110v/60hz and 220v/60hz).
  • Devices must be Rack mountable.
  • One separate or individual physical interface connector per service.
  • Direct connection capability with major U.S.A. telecommunication providers.
  • Online web access data traffic analysis graphs.
  • Coordination with STC for project implementation and support.
  • Central IT point of contact (POC).
  • Full duplex, clear channels, digital circuits capable of supporting synchronous traffic.
  • Department of State reserves the right to increase or decrease bandwidth (40 Mbps to 500 Mbps) with 30 days' notice.
  • Fixed cost pricing for bandwidth changes.
  • Availability not less than 99.9% per month.
  • Bit Error Rate Test (BERT) not greater than 1 in 10 to the 6 bits.
  • Acceptable Level of Performance: 99.7% availability per month.

• Contract Type: Firm Fixed Price.

• Period of Performance: July 1, 2026, to June 30, 2027 (12 months).

• The contract will be for a twelve (12) month period, commencing on the date specified in the notice to proceed.

• Quotations are due on May 26, 2026, GST.

• Proposals must be in English and incomplete proposals will not be accepted.

• Technical questions to be submitted to MuscatProcurement@state.gov on or before May 13, 2026 - 1400hrs GST.

• Quotations must be submitted electronically to muscatprocurement@state.gov.

• Offerors must complete and submit Section 3 of the solicitation and additional information as required.

• Evaluation will be based on a comparative evaluation of technical acceptability, past performance, and price.

• The government will perform an initial compliance review.

• A Go/No-Go evaluation of the Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire and Software Producer Attestation Form will be conducted.

• Technical acceptability will include evaluation of strategic plans and technical information provided.

• Past performance will be evaluated on a comparative basis.

• Price will be evaluated to ensure it is fair and reasonable.

• Contractor responsibility will be determined based on FAR 9.1 requirements.

• Offerors are not required to be SAM registered at the time of offer/proposal submission.

• Offerors are required to complete the Offeror Identification information in FAR 52.204-90 found in SECTION 5 of this solicitation.

• If awarded a contract and not SAM registered, the offeror will be required to complete SECTION 5.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced as a separate line item (5% of the portion subject to local law).

• The Embassy will select one option for award from the provided speeds (70Mbps, 150Mbps, 200Mbps, 250Mbps).

• Offerors must provide pricing for all listed speeds.

• FAR and DOSAR clauses are incorporated by reference and in full text.

Form / Attachment / Pricing Sheet

This document contains two Excel worksheets: a "C-SCRM Questionnaire" and a "C-SCRM Software Producer Attestation Form." Both are designed to collect information related to Cybersecurity Supply Chain Risk Management (C-SCRM) from vendors responding to a government opportunity.

C-SCRM Questionnaire:

• Section 1: Contact Information: Requires vendor company name, primary Point-of-Contact (POC) details (name, title, phone, email).
• Section 2: Vendor Risk Management Plan: Asks about the organization's processes for identifying supply chain threats, mapping suppliers, checking SAM.gov exclusion records, and having written C-SCRM requirements in contracts.
• Section 3: Physical and Personnel Security: Inquires about policies for employee background checks, preventing tampering of ICT equipment, and insider threat awareness training.

C-SCRM Software Producer Attestation Form:

• This form is for each software producer supplying critical software as part of the offer.
• It requires the software producer's name.
• A statement attesting to adherence to secure development practices and tasks outlined in NIST SP 800-218 is required. If unable to attest to all practices, vendors must identify which ones and describe mitigation strategies or a Plan of Action & Milestones (POA&M).
• A description of the software product(s) covered by the attestation is also required.

Vendors must complete the relevant sections of these forms as part of their offer. The C-SCRM Questionnaire collects general company information and C-SCRM practices. The Software Producer Attestation is specifically for firms or subcontractors providing critical software, requiring detailed information on their adherence to NIST secure software development standards. Failure to provide complete and accurate information may impact the offer.
