This solicitation is for the procurement of National Stock Number (NSN) 8110-00-030-7780, Drum, Shipping and Storage. The contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ), Fixed Price Contract with Economic Price Adjustment (EPA) for DLA requirements. This acquisition is set aside 100% for small business participation.

• The primary deliverable is drums (NSN 8110-00-030-7780) that meet specific technical and quality requirements, including hazardous waste approval, specific material thickness, and a minimum capacity of 208 liters (55 gallons).

• Drums must be coated with a rust-inhibiting coating that withstands ASTM-B-117 salt spray test requirements.

• Drums must be tested in accordance with UN/POP 1A2/Y1.5/150 and marked in accordance with UN requirements.

• The material must be manufactured in accordance with MIL-DTL-6054G and MIL-STD-130N.

• The contract will have a base period of one (1) year, with four (4) one-year options, for a total possible five (5) year contract.

• The guaranteed minimum for the base year is $210,000.00. There is no guaranteed minimum for option years.

• The Contract Maximum Dollar Value, in aggregate, will be $8,400,000.00.

• An Economic Price Adjustment (EPA) will occur six (6) months from the contract award date and at the time of option exercise, based on the Producer Price Index (PPI) for "Other Metal Containers - Steel Shipping Barrels and Drums (over 12 gallons)".

• Proposals must be submitted by 3:00 PM Eastern Standard Time on July 22, 2026.

• The award will be made to the responsible offeror with the lowest evaluated price, with no exceptions to the solicitation terms and conditions.

• First-Destination Transportation applies; all prices must be submitted on an F.O.B. Origin basis.

• Inspection and Acceptance are at Destination.

• Proposals shall remain valid for 90 days from the solicitation closing date.

• This acquisition is set aside 100% for small business participation.

• The Defense Logistics Agency's (DLA) Vendor Shipment Module (VSM) will be used for transportation arrangements.

• The Buy American Act applies.

• The Government reserves the right to activate a Reverse Auction (RA) provision.

• Awardees must be capable of electronically accessing and receiving delivery orders and submitting invoices electronically.

• No variation in quantity will be allowed.
