Quotes must include price(s) for all materials and labor, FOB destination, a point of contact, business size, and payment terms, explicitly confirming the ability to meet all technical requirements and deliverables. Evaluation will primarily consider Price, and the government intends to award to MIT. However, all quotes received will be considered. Quoters must be registered in the System for Award Management (SAM) database.
Justification for Sole Source
MIT Haystack Observatory is identified as the only source capable of meeting the requirements due to its unique institution, developed standard format for IVS data, expertise, and infrastructure to quarantine and validate data from compromised sources. Their correlator software and associated hardware are custom components, with MIT having designed and written most of the software adopted by the International VLBI Service (IVS).
