Scope of Work
The contractor will provide comprehensive golf course maintenance for the 9-hole, 60-acre Hodja Lakes Golf Course. This includes a full range of grounds maintenance activities such as mowing (greens 5x/week, tees 3x/week, fairways 3x/week), fertilization, chemical applications, irrigation system operation and maintenance, divot repair, trimming, sod farm management, and pond maintenance. Additionally, the contractor must provide at least one of the following services: maintenance of water production/distribution/filtration systems, sewage collection, irrigation system maintenance, or wastewater treatment. All services must comply with Air Force Instructions, DoD regulations, USAFE Directives, and environmental regulations (RCRA). A full-time Grounds Maintenance Supervisor is required on-site.
Contract Details
This will be a Firm Fixed-Price contract with a base year, four option years, and a potential six-month extension. The contract is subject to the Availability of Funds clause (52.232-18). The North American Industrial Classification System (NAICS) code is 713910 – Golf Courses and Country Club. Invoicing will be processed through Wide Area Workflow (WAWF). The government estimates the annual value of material/equipment purchases to be between $100,000 and $150,000 USD.
Submission & Evaluation
Offerors must submit proposals via email to the specified Points of Contact. Submissions require Volume 1 (Past and Present Performance), detailing up to two relevant projects from 2010 to present, and Volume 2 (Price Spreadsheet), utilizing the provided Attachment 2. Evaluation will be conducted on a pass/fail basis for Past Performance, followed by an award to the lowest-priced offer. Questions are due by April 29, 2026, at 1:00 PM local Adana time.
Site Visit
A site visit is scheduled for April 28, 2026, at 08:30 AM Adana Local Time. The meeting location is Building 485, Incirlik Air Base, with shuttle service to Hodja Lakes Golf Course. The registration period for this site visit is closed, and only vendors who successfully registered prior to the original deadline will be permitted to attend. No new or late registrations will be accepted. Photography, videography, and personal electronic devices may be restricted.
