Statement of Work (SOW) / Performance Work Statement (PWS)

• Perform Snow/Ice Removal: Develop and implement a Snow and Ice Control Plan for Ankara AB.

• Tree Maintenance: Pruning and trimming of trees to maintain health, safety clearances, and appearance, including emergency tree and stump removal.

• Soil and Seeding: Topsoil application, aeration, sand application, over-seeding, re-seeding, and hydro-seeding.

• Vegetation Management: Clearing and grubbing of vegetation, and mulch application.

• Performance will be evaluated based on Contracting Officer Representative (COR) and Contracting Officer (CO) assessments, tenant satisfaction, and customer complaints.

This is a combined synopsis/solicitation for commercial grounds maintenance services prepared in accordance with FAR Part 12. It constitutes the only solicitation, and offers are being requested. The U.S. Government intends to award a firm fixed-price contract for these services at Incirlik Air Base and associated geographically separated units (GSUs) in Turkey. Due to a bilateral agreement, only proposals from local (Turkish national) firms will be evaluated. Vendors must be registered in SAM.gov to be considered.
