• Past Performance: Subcontractor past performance will not be considered; offerors must demonstrate their own relevant experience as a prime or subcontractor.
• Government Furnished Equipment (GFE):
  • GFE will be provided in "as-is" condition and is currently operable. Manufacturing years and specific distribution by location will be provided after contract award.
  • The contractor is responsible for supplying any additional equipment not on the GFE list at their own expense.
  • Repair/replacement of GFE due to normal wear and tear is the contractor's responsibility and expense, unless the GFE is identified as inoperable at turnover, in which case adjustments may be possible.
  • The Government will provide fuel for GFE.
  • Contractors must maintain a GFP management system.
• Irrigation Systems: Available at locations requiring them (e.g., athletic fields). The contractor is responsible for their operation, maintenance, and repair.
• Services & Performance: Services are to be performed according to Appendix B standards. The contractor is responsible for adjusting workload based on seasonal variations.
• Snow Removal: The Government will not provide snow removal equipment or de-icing materials; the contractor must provide these for Ankara.
• Mobilization: A turnover time of 30-45 days is anticipated, with a turnover plan provided after award.
• Historical Data: As of December 2025, the incumbent contractor had 27 employees; however, the contractor is responsible for determining required staffing levels.
• Maps: Solicitation maps are redacted due to being controlled documents. Unredacted maps will be provided to the successful offeror after award.
• Surface Drainage Ditches: Approximately 18-19 km of surface drainage maintenance is required on Incirlik AB.
• Perimeter Fence Line: Approximately 13 km of perimeter fence line maintenance is required at Incirlik AB.
• Athletic Fields: The area includes five (5) baseball fields and three (3) general purpose athletic fields. Offerors should scope services accordingly.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive grounds maintenance services at Incirlik Air Base (AB), Izmir (425th ABS), and Ankara (717th ABS) to ensure a clean, neat, and professional appearance, promoting the healthy growth of grass, trees, and plants.

• Maintain Improved Grounds: Mowing, edging, trimming, weed control, leaf removal, lawn conditioning, fertilization, aeration, and lawn renovation.

• Maintain Semi-Improved Grounds: Mowing and trimming.

• Maintain Unimproved Grounds: Mowing to prevent woody encroachment.

• Maintain Vegetative, Inert, and Rock Beds: Weeding, mulching, watering, and pruning.

• Maintain Surface Drainage Ditches: Ensure they are free of debris to prevent erosion.

• Perform Snow/Ice Removal: Develop and implement a Snow and Ice Control Plan for Ankara AB.

• Tree Maintenance: Pruning and trimming of trees to maintain health, safety clearances, and appearance, including emergency tree and stump removal.

• Soil and Seeding: Topsoil application, aeration, sand application, over-seeding, re-seeding, and hydro-seeding.

• Vegetation Management: Clearing and grubbing of vegetation, and mulch application.

• Performance will be evaluated based on Contracting Officer Representative (COR) and Contracting Officer (CO) assessments, tenant satisfaction, and customer complaints.

• Specific performance thresholds are detailed in the Service Summary, including limits on defects per month for various tasks (e.g., no more than 8 valid defects for improved grounds maintenance, no more than 3 for semi-improved grounds).

• Remedies for deficiencies include re-performance within specified timeframes.

• Services are to be performed at Incirlik Air Base, Izmir (425th ABS), and Ankara (717th ABS).

• The growing season at Incirlik AB is year-round.

• Government-Furnished Property and Services: Includes facilities, supplies, equipment, and utilities (electricity, water, sewage).

• Environmental Requirements: Compliance with Turkish and U.S. environmental laws, hazardous material management, spill control, and waste disposal.

• Security Requirements: Contractor employees require base access and identification badges.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial grounds maintenance services prepared in accordance with FAR Part 12. It constitutes the only solicitation, and offers are being requested. The U.S. Government intends to award a firm fixed-price contract for these services at Incirlik Air Base and associated geographically separated units (GSUs) in Turkey. Due to a bilateral agreement, only proposals from local (Turkish national) firms will be evaluated. Vendors must be registered in SAM.gov to be considered.

• Grounds maintenance services including labor, material, and equipment.

• Services are required for Incirlik AB, 425th ABS (Izmir), and 717th ABS (Ankara).
