This Request for Quote (RFQ) seeks a discounted firm-fixed-priced quotation and technical quotation package for a five-year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Graphic Designer Services. The services are needed to create a cohesive look and feel for risk-related information products for the Hazard Ready Nation, Office of Risk and Resilience (ORR), and the Strategic Hazard Identification and Risk Assessment (SHIRA) project. The goal is to create illustrations and graphics that inform decision-making for public safety by translating complex science into actionable information.

• Illustrations and Graphics: Develop web-based illustrations, infographics, and printable illustrated materials.

• Compliance: Must be compliant with Section 508 accessibility standards and undergo a color-contrast test.

• Content: Accurately represent concepts, accommodate existing SharePoint labels, and align with the ORR and SHIRA teams' targeted aesthetic.

• Deliverables: Approximately 18 illustrations are needed, including for Home Page, About Page, Tools Page, and general graphics. Illustrations will be delivered in high-resolution format (JPEG, TIFF, PNG).

• Technical Requirements: Must be 508-compliant, color-contrast tested, and compatible with web-based interfaces. Work must be original or derived from open sources.

• Look and Feel: Straightforward, compelling, clean, crisp, calming, and inspiring illustrations that guide users to make decisions. Consideration for the Department of Interior's work with natural and cultural resources is encouraged.

• Contract Type: Single-award IDIQ.

• Period of Performance: Five years, from July 1, 2026, to June 30, 2031.

• Contract Ceiling: $200,000 total.

• Minimum Guarantee: $2,500.

• Maximum Order: $15,000.

• Minimum Order: $250.

• Place of Performance: Contractor's work site (virtual).

• Submission Deadline: Wednesday, June 10th, 2026, by 1:00 PM Eastern.

• Required Information: Quotation package, Business Size Classification, SAM UEI Number, Signed SF-18, and all Amendments.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Questions Deadline: Thursday, June 4th, 2026, by 1:00 PM Eastern, via email only.

• This RFQ is set aside for Small Business concerns. Only quotes from Small Business concerns will be accepted.

• Government Furnished Property (GFP) will include access to SharePoint images, keywords, project information, and subject matter experts.

• Offerors must propose labor categories and firm-fixed loaded/burdened labor rates, including a cost breakdown.

• Section 508 applicable standards are detailed, requiring compliance for electronic content.

• Vendors must be registered in the System for Award Management (SAM).

Wage Determination
