Solicitation / RFP / RFQ

This Request for Quotation (RFQ) seeks proposals for an Industrial Fluid Distribution and Storage System, or equal. The system is intended for the safe handling, storage, and dispensing of multiple industrial liquids, including corrosive fluids, in maintenance or POL facilities. The government is procuring this as a one-time buy.

• Industrial fluid distribution and storage system capable of handling corrosive fluids.

• System must improve storage, dispensing efficiency, and workplace safety.

• Operates on standard 110-volt electrical power.

• Includes four (4) integrated pumps (approx. 7 GPM each) with individual 25-foot hose reels and quarter-turn valves.

• Individual pumps and hoses to prevent cross-contamination.

• Includes rack and fittings for installation.

• Includes four (4) 65-gallon aluminum storage containers with gauges and air vents.

• Additional dispensing containers: two (2) 3-quart drums, two (2) 5-quart drums, one (1) 10-quart drum, hand pump, nozzles, and dispensing extensions.

• Overall system dimensions: approx. 26" D x 55" W x 88" H.

• Total footprint: approx. 10 sq ft.

• Required product marking standards are detailed in an attached MIL-STD-129R document.

• Vendors are allowed to submit only one quote.

• Vendors must be registered in SAM.gov.

• Vendors must be registered or willing to register to accept POs in GSA’s Order Management Services (OMS) Vendor Portal or have the ability to receive orders via Electronic Data Interchange (EDI) within 5 business days after award.

• Basis of Award: Vendors meeting administrative compliance requirements will be evaluated on Low Price.

• Administrative compliance requirements on pages 1 and 2 must be completed and acknowledged.

• Failure to submit required documents or complete fields may result in the quote not being considered for award.

• Evaluation factors include: Administrative Compliance (pass/fail), Technical Acceptability (pass/fail), and Lowest Evaluated Price.

• This RFQ is NOT set aside for small businesses.

• NAICS code assigned: 339999 – All Other Miscellaneous Manufacturing.

• The Buy American Act applies.

• Vendors must update their representations and certifications on SAM.gov prior to the closing date.

• Offerors must provide pricing for the specified part number or an "or equal" item. If quoting an "or equal" item, technical specifications must be submitted for determination.

• Offerors must complete and acknowledge administrative compliance items on pages 1 and 2.

• Foreign corporations must have a US agent and physical address.

• Offerors agree to hold prices firm for 60 calendar days from the RFQ closing date.
