This Request for Quotations (RFQ) seeks proposals for Residential Properties Security Upgrades at the U.S. Embassy Pretoria, South Africa. The government intends to award a contract or purchase order to the responsible company offering the lowest acceptable price. Discussions may be held with companies in the competitive range if needed.

The scope of work includes providing security upgrade services to all residential properties of the U.S. Embassy Pretoria. Specific tasks include:

• Installation of expanded metal on existing grill gates and safe haven areas.

• Relocation of locks or repositioning of sliding gates.

• Supply, fabrication, installation, and welding of components for window grills, egress installations, swing gates, and sliding gates.

• Supply and installation of various locks (Three-lever Thumb-Turn Lock, Bird or equivalent Thumb-Turn Vertical Dead Bolt lock, thumb-turn cylinders, double hook lock).

• Installation of heavy-duty sliding bolts.

• Modification of existing escape hatches.

• Supply and installation of 30-minute fire-rated doors.

• Supply and installation of 50-watt LED lights.

• Supply and installation of anti-lift brackets pins on vehicle gates.

• Security upgrades for new residences, including sliding gate motors and intercom systems.

• Fabrication and installation of security window grills and steel swing gates.

• Contract Type: Firm Fixed Price IDIQ (Indefinite Delivery, Indefinite Quantity).

• Period of Performance: Base Year (June 1, 2026 - May 31, 2027) and Option Year One (June 1, 2027 - May 31, 2028).

• Minimum Order Guarantee: 20 Residences per year.

• Maximum Order Limit: 240 Residences per year.

• Quotations Due: May 11, 2026, at 14:00 South Africa time.

• Format: MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (PDF).

• File Size Limit: 30MB per file; separate emails for larger submissions.

• Required Documents: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), IRS Form W-14, and proof of SAM Registration.

• Evaluation: Award will be based on the lowest acceptable price from a responsible company. Discussions may be held if necessary.

• Offerors must be registered in the System for Award Management (SAM) database.

• The acquisition is currently unrestricted.

• Proposals must be in English. Incomplete proposals will not be accepted.

• Safety requirements for contractors and subcontractors are detailed, including general safety, barricading, PPE, safety inspections, tool safety, emergency response, high-risk work, electrical safety, fall protection, scaffolding, hazard communication, lifting loads, welding safety, confined spaces, and safety administration.

• General requirements include quality control, damage prevention, and a one-year guarantee on parts and work.
