This is a combined synopsis/solicitation for Mobile Telecommunications Services for the U.S. Embassy in Nepal. The contractor will be responsible for providing all necessary personnel, administrative, and direct labor, as well as transportation, tools, instrumentation, equipment, and supplies to perform the services. The anticipated performance period is one base year with four one-year option periods.

• Provision of mobile telecommunication services.

• Supply of physical SIM cards and eSIM, with activation as requested.

• Standard features including voice, data, SMS, caller ID, missed call alerts, balance check.

• International calling and roaming (voice, data, SMS) upon written request.

• Nationwide network coverage (at least 90% of the country's geographical area).

• Establishment of a Closed User Group (CUG) for Embassy numbers, with potential inclusion of affiliated agencies.

• Unlimited credit limit for the Embassy.

• Replacement of damaged, defective, or lost SIM cards/eSIM at no cost.

• Dedicated corporate account manager.

• Service center within a 3 km radius of the Embassy premises.

• Response to written requests (email) for actions like adding/terminating numbers, package changes, ownership transfers, or enabling/disabling services.

• Round-the-clock (24/7) technical and customer support.

• Number retention during extended periods of inactivity.

• Ability for Embassy-authorized personnel to add/remove eSIM profiles.

• Corporate portal or customer-care account for authorized personnel to view and manage Embassy numbers.

• Advance notification of scheduled upgrades/maintenance and immediate notification of unplanned outages.

• Proposal of alternate plans for discontinued service plans with written Embassy approval.

• Contract Type: Firm fixed price purchase order.

• Period of Performance: One base year and four one-year option periods.

• Offers are due by 11:59 pm Kathmandu local time on January 22, 2026.

• Quotations must be submitted electronically to KTMContracts@state.gov.

• Submissions must be in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format, not exceeding 20MB per file. Multiple emails may be used if necessary.

• Award will be made to the lowest priced, acceptable, responsible offeror.

• Evaluation will consider price, compliance with RFQ terms, and contractor responsibility (FAR 9.1).

• This acquisition is unrestricted.

• Offerors must be registered in the SAM (System for Award Management) database prior to contract award.

• This announcement constitutes the only solicitation; a written solicitation will not be issued.

• All queries must be submitted by 11:59 pm Kathmandu local time on January 5, 2026.

• Offerors are encouraged to register in SAM prior to submitting quotations/proposals.

• Pricing must be in NPR and/or USD.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced as a separate line item.
