Statement of Work (SOW)

To provide approximately 16,410 tons of Graded Crushed Aggregate Base Course (GCA) for a Type A traffic area, supporting a Modified Heavy Aircraft.

• Provide all plant, labor, material, design, and supervision for the delivery of GCA.

• GCA must conform to Uniform Guide Specifications (UFGS) 32.11.23 and AASHTO #57.

• Design must adhere to Unified Facilities Criteria (UFC), Avon Park Air Force Range Design Standards, and any other referenced standards, using the most stringent requirement in case of conflict.

• Deliver GCA in pre-coordinated intervals between May 2026 and July 2026 to the vicinity of Avon Park, FL.

• The Contractor shall provide field and laboratory quality control testing.

• Quality Assurance tests (Gradation Analysis, Liquid Limit and Plasticity Index, Moisture Density Relationship, Wear, Flat and Elongated Pieces) are required for every 2,500 tons of GCA.

• Contractor must be able to produce a minimum sub-lot of 1,500 tons in an eight-hour period.

• All waybills and certified delivery tickets must be complied by the customer and contractor before final payment.

• Drivers must be properly licensed, legally allowed to operate on military installations, and able to communicate in English.

• The contractor is responsible for cleaning any mud, dirt, debris, or spills caused by their operations.

• Delivery period: May 2026 - July 2026.

• Location: Vicinity of Avon Park, FL 33825 (specific stockpile area to be dictated by project plans).

• Submittals for approval include specific geotechnical tests (L.A. Abrasion, Gradation Analysis, Degree of Compaction, Liquid Limit and Plasticity Index, Clay Lumps and Friable Particles, Flat and Elongated Particles) or equivalent engineering tests.

• If any submittal does not meet or exceed requirements, it will be unacceptable and returned for correction.

• Contractor must coordinate commencement of work with the Contracting Officer, Project Inspector, and Using Agency.
