Sources Sought Synopsis

This notice is a Sources Sought Synopsis from the United States Air Force, 99 CONS, Nellis AFB, NV, seeking capability packages for a Concrete Batch Plant. It is not a solicitation or Request for Quotes (RFQ).

• Interested firms must demonstrate their capability to provide a Concrete Batch Plant as defined in the attached Salient Characteristics.

• Responses should provide detailed information showing clear technical compliance.

• Firms must specify their socio-economic status (SB, 8(a), SDVO, HUBZone) and indicate if they are foreign-owned/controlled.

• NAICS Code: 333120 – Construction Machinery Manufacturing

• Size Standard: 1,250 employees

• The government may consider a small business set-aside based on responses.

• Interested firms shall submit a capabilities package demonstrating their ability to meet the stated requirements.

• The package should be brief, concise, and clearly demonstrate capability.

• Responses must be submitted electronically to chase.brandt@us.af.mil.

• Allowed attachment formats: .pdf, .doc, .docx, .xsls, .xls. Zip or .exe files are not allowed.

• All business sizes are encouraged to respond.

• The government will assess responses to determine if a small business set-aside is appropriate.

• Prospective contractors must be registered in the System for Award Management (SAM).

• Responses are due no later than May 8, 2026, by 4:00 PM Pacific Time.

• Safety & Durability: Specifies requirements for night lighting, slip-resistant surfaces, lifting points, paint/corrosion protection (minimum 5-year life expectancy), and welding procedures per AWS code.
• Warranty & Support: Includes a 5-year warranty plan, training for setup/operation/maintenance, and complete parts/service manuals.
• Manufacturer/Dealership: Requires initial operator and maintenance familiarization (40 hours each on-site) and specific data plate information.
