Statement of Work (SOW) / Performance Work Statement (PWS)

To provide lodging accommodations for non-local Airmen in drill status or on official government orders for the Rhode Island Air National Guard (RIANG).

• Provide facilities, furniture, equipment, supplies, management, and supervision for lodging.

• Room rates must be at or below Government/Military GSA per diem rates.

• Facility must be located within a 20-mile radius and/or a 30-minute drive of Quonset Air National Guard Base (QANGB).

• Facility must be FEMA-approved for federal lodging.

• Must meet or exceed Department of Defense Lodging Adequacy Standards (as of 01 OCT 2024).

• Interior guest room entry only; exterior-entry rooms are not permitted.

• Secure deadbolt or double-locking mechanism on all guest room doors.

• Adequate, recorded Closed-Circuit Television (CCTV) coverage of public entry/exit points (recordings maintained for 30 days).

• Published and exercised emergency evacuation plan.

• Rooms must have individual-controlled heating/AC, good light and sound attenuation, and be clean.

• Private, sanitary bathrooms with washbasin and shower/tub combination.

• Daily housekeeping, including sanitization and trash removal.

• Adequate parking (paved, marked, illuminated) at no additional cost.

• Provide services and privileges equal to other guests (e.g., lobby coffee, newspapers).

• Offer complimentary breakfast if normally provided to other guests, at no additional cost.

• Health/Fitness and Business Service Centers are preferred but not required.

• Wake-up service available upon request.

• Period of performance is the duration of the agreement.

• Place of performance is within a 20-mile radius and/or a 30-minute drive of QANGB, North Kingstown, RI.

• Government provides rooming list 7 days in advance and confirms guest numbers 2 calendar days prior.

• Government is exempt from state and local sales taxes.

• Government will monitor performance and conduct periodic inspections.

• Payment via Government Purchase Card (GPC).

• Consolidated invoice required within 5 business days after check-out.

• Miscellaneous services (e.g., pay-per-view, room service) are the occupant's responsibility and payable directly.

• No gratuities in the form of room upgrades; upgrades due to hotel overbooking must be at no cost to the Government.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (COMBO) for commercial items to establish a Blanket Purchase Agreement (BPA) for lodging services for the Rhode Island Air National Guard (RIANG). The RIANG requires on-demand lodging for non-local Airmen on drill status or official government orders. The intent is to award multiple BPAs to local area hotels.

• Lodging services for non-local Airmen.

• Hotels must be located within a 20-mile radius and/or a 30-minute drive of Quonset Air National Guard Base (QANGB).

• Refer to specifications in Performance Work Statement (Attachment 1), Ordering Procedures, Terms and Conditions (Attachment 2), Service Contract Act WD 2015-4089 Rev 32 (Attachment 3), and Department of Defense Lodging Adequacy Standards - FY25 (Attachment 4).

• Contract Type: Blanket Purchase Agreement (BPA).

• Period of Performance: Four (4) Years (48 months) from date of BPA Award.

• Pricing: BPAs will be pre-priced in accordance with U.S. General Services Administration (GSA) per diem rates for Rhode Island.

• Payment: Government Purchase Card (GPC) for calls less than $15,000; Wide Area Work Flow (WAWF) for calls greater than $15,000.

• Due Date: Offers must be submitted by 5:00pm EST, 22 May 2026.

• Submission Instructions: Submit offers to MSgt Sandra E. Yazidjian at sandra.e.yazidjian.mil@army.mil.

• Offerors must be registered in the System for Award Management (SAM).

• Offers must be valid through 30 September 2026.

• Basis for Award: Award will be made to up to five (5) eligible, responsive offerors. The RIANG reserves the right to inspect facilities prior to agreement.

• Set-Aside: 100% Small Business.

• NAICS Code: 721110 - Hotels (except Casino Hotels) and Motels; Small Business (SB) size standard of $40.0M.

• Only companies identified as Small under NAICS 721110 will be considered.

• Technical questions must be submitted via email to Sandra Yazidjian (sandra.e.yazidjian.mil@army.mil) on or before Noon EST 13 May 2026. Telephonic questions will not be addressed. Responses will be incorporated into a written amendment.

• Traveler Quality – Guest Room: Encompasses cleaning, linens, supplies, lighting, bedding, furniture, waste disposal, seating, coffee makers, microwaves, refrigerators, and room amenities like irons and alarms.
• Traveler Quality – Guest Bath: Specifies requirements for private bathrooms, toilets, showers/tubs, linens, toiletries, surfaces, and décor.
• Traveler Financial Protections: Outlines policies on fees, deposits, cancellations, early departures, and length of stay restrictions.
• Traveler Convenience: Ensures lodging is available through online booking tools and accepts the Government Travel Charge Card, with assistance for unavailable reservations.
