Scope of Work & Requirements

Contractors will provide lodging facilities, furniture, equipment, supplies, management, and supervision. Key requirements include:

  • Location: Within a 20-mile radius and/or 30-minute drive of Quonset Air National Guard Base (QANGB), North Kingstown, RI.
  • Pricing: Room rates must be at or below U.S. GSA per diem rates for Rhode Island.
  • Facility Standards: Must be FEMA-approved for federal lodging and meet or exceed Department of Defense Lodging Adequacy Standards (effective October 1, 2024). This includes interior guest room entry, secure deadbolts, CCTV coverage, emergency plans, individual HVAC, clean rooms, private bathrooms, daily housekeeping, and adequate free parking. Complimentary breakfast should be offered if normally provided to other guests.
  • Service Contract Act: Wage Determination 2015-4089 Rev 32 applies, outlining minimum wage rates and fringe benefits for various occupations.
