Purpose & Scope of Work

This RFI seeks information for market research to further define requirements and identify vendors capable of providing rideshare transportation services across all U.S. states and territories where rideshare options exist. The services will support Veterans experiencing homelessness by facilitating access to essential activities such as shelter, housing appointments, medical care, employment searches, and other critical services identified by VA staff. The contractor will be responsible for coordinating rides, performing cost comparisons to ensure the lowest-price options, and maintaining communication with VA staff. The government is also assessing existing contract vehicles for this requirement.

Key Requirements

The anticipated services, as outlined in the draft Performance Work Statement, include:

  • Providing rideshare transportation for eligible Veterans within the VHA Homeless Program.
  • Establishing 18 accounts for VHA VISN Sites.
  • Receiving rider lists from the Government at least 3 business days prior to requested travel.
  • Performing comparative analysis of rideshare companies for lowest-priced offers at least 2 days before travel.
  • Providing 24/7 phone support for scheduled riders and rescheduling cancelled rides.
  • Submitting monthly invoices separately for each account, detailing veterans, reason for rideshare, and requesting medical center.
  • Ensuring contractor personnel undergo Tier 1/Low Risk background investigations and comply with VA policies on information security, physical security, and confidentiality.
