Submission & Evaluation
Proposals must be submitted electronically and divided into Technical and Price sections. Technical proposals require a full description of ammunition, specifications, performance characteristics, QMS details, and a QC/QA synopsis. Offerors must provide an initial sample of 1,000 rounds of each type of ammunition for testing.
The award will be based on a Best Value Tradeoff, where non-price factors (Technical Volume Review, Conformity with Statement of Requirements, Accuracy, Past Performance) are of equal importance and significantly more important than price. Technical factors are evaluated on a PASS/FAIL basis, and past performance receives risk ratings. The Government reserves the right to award without negotiation.
