Quick Summary

The United States Secret Service (USSS), on behalf of the James J. Rowley Training Center, is soliciting proposals for a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for 5.56mm and .308 Rifle Ammunition. This Total Small Business Set-Aside aims to establish a 5-year contract to support firearms training and duty. Proposals are due July 7, 2026, at 4:00 PM EST.

Scope of Work

This IDIQ contract requires the furnishing of newly manufactured 5.56mm NATO standard and .308 Winchester/7.62 NATO Match small arms ammunition. Ammunition must meet stringent technical requirements, including minimum voluntary Industry Performance Standards (ANSI and SAAMI), specific criteria for caliber, case, bullet, primer, velocity, accuracy, chamber pressure, and workmanship. Offerors must also provide a Quality Management System (QMS) and a Quality Control/Quality Assurance (QC/QA) process synopsis.

Contract Details

  • Contract Type: Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ)
  • Period of Performance: A 5-year ordering period, from September 15, 2026, to September 14, 2031.
  • Estimated Value: Minimum $10,000, Maximum $10,500,000.
  • Set-Aside: Total Small Business Set-Aside (100%).
  • NAICS Code: 332992 (Ammunition, Through 30 Mm).
  • Place of Performance: Deliveries primarily to the James J. Rowley Training Center in Laurel, MD, with other delivery options to the USSS (RTC) Communications Center in Washington, DC.
  • Payment: Via the Invoice Processing Platform (IPP).

Submission & Evaluation

Proposals must be submitted electronically and divided into Technical and Price sections. Technical proposals require a full description of ammunition, specifications, performance characteristics, QMS details, and a QC/QA synopsis. Offerors must provide an initial sample of 1,000 rounds of each type of ammunition for testing.

The award will be based on a Best Value Tradeoff, where non-price factors (Technical Volume Review, Conformity with Statement of Requirements, Accuracy, Past Performance) are of equal importance and significantly more important than price. Technical factors are evaluated on a PASS/FAIL basis, and past performance receives risk ratings. The Government reserves the right to award without negotiation.
