Scope of Work

The contractor will be required to demonstrate expertise and ability in:

  • Advanced Analytics: Applying rigorous analytic and statistical methods (e.g., causal inference, RCT analysis) to large datasets (2,000-10,000 respondents).
  • Data Security: Protecting PII and sensitive data, including experience with federal security standards and obtaining an Authority to Operate (ATO) from HHS or similar agencies.
  • Qualitative Research: Conducting qualitative interviews across nationwide programs, including recruiting, training, sampling, protocol development, and analysis.
  • Product Development: Producing technical reports, findings briefs, journal articles, and various dissemination products (webinars, social media, data dashboards) for diverse audiences.
  • Project Management: Managing multiple, large-scale research and evaluation projects simultaneously (e.g., multi-arm RCTs, quasi-experimental, implementation studies).
  • Accessibility: Producing deliverables compliant with HHS Section 508 standards.

Submission Requirements

Interested small businesses should submit a cover letter and a capability statement (maximum 10 pages). The statement must clearly demonstrate the company's ability to perform the required work, outline previous or similar projects, and indicate certified small business status on the first page. Required information includes company name, DUNS, point of contact details, GSA Schedule (if applicable), government-approved accounting system status, and company type as validated by SAM.
