The US Army Corps of Engineers, Kansas City District, has a need for construction services for riprap overlay. The work required to complete this project includes design and construction of a riprap overlay between the referenced elevations of Pomona Dam to repair areas of degraded riprap extending across the length of the embankment. The existing riprap has widespread deterioration, including numerous benches and areas of gravel size riprap. However, the degradation is most severe from Station 60+00 to 40+00 due to wave fetch. Elevations for the overlay options are from elevation 995 feet to 999 feet (NGVD29). Additional options will be included for the same elevations from 60+00 to 73+00 and 25-50 to 40+00.This requirement will be synopsized and solicited, and bids will be received, through the Procurement Integrated Enterprise Environment (PIEE) System Solicitation Portal.The solicitation will be issued as an Invitation for Bid (IFB) and evaluated in accordance with FAR 14.1 based on Price.This requirement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside that will result in one firm-fixed-price award.The NAICS Code for this requirement is 237990, Size Standard $45,000,000. DFARS 236.204 Disclosure of the magnitude of construction projects: Between $10,000,000 and $25,000,000. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-solicitation Conference, the pre-solicitation announcement will be modified accordingly.There will be a site visit planned for this solicitation. The details will be included in the solicitation.The estimated period of performance for completion of construction is 1200 calendar days from the Notice to Proceed (NTP).Bid Bonds shall be in the amount of 20% of the bid price or $3,000,000.00, whichever is the lesser of the two values.Payment and Pertormance Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued.Bids will be due the day and time specified in the solicitation.
