Solicitation / RFP / RFQ

This solicitation is for the repaving of River Birch Road at the USACE Thomson Causeway Recreation Area. The U.S. Army Corps of Engineers (USACE), Rock Island District, requires a contractor to mill existing asphalt pavement, stockpile millings, and place Hot Mix Asphalt (HMA) pavement and tack coat.

• Milling of approximately 4" of existing asphalt pavement.

• Stockpiling of millings.

• Excavation of subgrade and placement/compaction of asphalt millings and aggregate base.

• Placement of aggregate shoulders and riprap.

• Placement of 2.5" HMA binder course and 1.5" HMA surface course.

• Application of tack coat.

• Density testing of HMA binder course.

• Site restoration to remove contractor trash and debris.

• Contract Type: Firm Fixed Price.

• Period of Performance: 60 calendar days from Notice to Proceed.

• Estimated Completion: Road usable by May 1st, 2026.

• Offer Due Date: March 27, 2026, at 02:00 PM.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

  • Technical: One (1) relevant past project within the last three years, similar in scope to this requirement, must be submitted as a Word or PDF attachment. Projects will be evaluated for RECENCY and RELEVANCY, rated ACCEPTABLE or UNACCEPTABLE.
  • Price: Award will be made to the lowest price offer that is technically acceptable.

• Required Submission Items: Completed SF1442, total project price, entire solicitation filled out completely and legibly, relevant past project documentation.

• This acquisition is set aside 100% for Small Business.

• NAICS Code: 237990 (Other Heavy and Civil Engineering Construction Contractors).

• Size Standard: USD 45,000,000.00.

• Offerors must be registered in the System for Award Management (SAM) database prior to award.

• Quantities listed are estimates; contractors should verify and bid accordingly.

• Security requirements apply to all contract personnel.

• Pre-screening of candidates using the E-Verify Program is required.
