- Maintenance of existing RWIS equipment and software.
- Upgrade of a first RPU and the Navigator Data Management and Communication system to WX Horizon.

Justification for Sole Source
Vaisala Inc. is identified as the only known business capable of meeting the government's requirements. They hold proprietary rights to the existing RWIS hardware and software used by WPAFB and are the sole authorized entity for calibration, maintenance, and necessary system adjustments. Awarding to any other source would result in substantial duplication of costs, unacceptable delays, and compatibility/integration issues.
