This amendment extends the submission date for proposals and other related deadlines for the Request for Proposals (RFP) No. ROCR-L-001-2025, concerning the lease of the property known as "Little House" in Rock Creek Park.

The "Key Dates" section on the first page of the RFP has been updated. The specific changes include:

• Question Submission Deadline: October 6, 2025
• Proposal Submittal Deadline: November 25, 2025

The proposal submittal deadline has been extended to November 25, 2025. Other deadlines, including question submission and site tour dates, have also been adjusted.

This Request for Proposals (RFP) is from the National Park Service (NPS) for the lease of the "Little House" property located at 3131 Nebraska Ave NW, Washington, D.C. The selected Offeror will negotiate final lease terms with the NPS, with potential incorporation of proposal elements into the final lease.

• The property is a brick, one-and-a-half story, three-bedroom, one-and-a-half bath house with a living room, kitchen, and garage. It includes front and back yards, a patio, and a gravel parking lot.

• The property is located in a 100-year flood zone and abuts Battery Kemble Park.

• The lease will be awarded "as-is," with the lessee responsible for repair, maintenance, and improvements (subject to NPS approval).

• Authorized uses are legal purposes usual and customary for a residential building, with an emphasis on compatibility with park preservation, protection, and visitor enjoyment, and serving the local community.

• Offerors must demonstrate capability to operate and maintain the premises, financial capability, managerial experience, commitment to environmental stewardship (energy conservation, waste reduction, recycling), and ability to make acceptable improvements.

• The lease term is negotiable but cannot exceed 60 years, with a possible one-year extension under specific circumstances.

• The minimum fair market value rent is $6,500 per month ($78,000 annually). Rent will be negotiated, and must be at least the fair market value. Rent offsets may be approved for lessee expenditures on approved improvements.
