This document is a Sources Sought Synopsis (SSS) for Rockwell PLC Training. The U.S. Air Force (USAF) is conducting market research to identify potential sources capable of providing classroom training on the ControlLogix system to personnel at Robins Air Force Base, Georgia. It includes a Contractor Capability Survey.

Potential bidders are encouraged to review the attached draft Performance Work Statement (PWS) for detailed requirements. The survey requests information on company capabilities, instructor qualifications, training facilities, curriculum development, past experience (especially with government agencies), and commerciality of services. Small businesses are specifically addressed, with guidance on teaming arrangements if full capability is not possessed. Responses are due by 11:00 am EST on April 8, 2026, and should be submitted via email to Claudette Macneil and Crystal Wainwright. This market research will inform the government's strategy for fulfilling the requirement, including potential set-aside decisions.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Rockwell Programmable Logic Controller (PLC) training to personnel in the 402nd Maintenance Support Group (MXSG) at Robins Air Force Base, GA.

• Provide personnel, equipment, supplies, facilities, materials, books, and certificates for training courses.

• Offer training for the MXDE and MXSS.

• Establish an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a sixty (60)-month continuous ordering period.

• Specific courses include:

  • ControlLogix Studio 5000 Logix Designer Courses (Levels 1-3)
  • Power Control (Drives and MCC) Courses (Levels 1-2)
  • Visualization HMI Courses (Level 2)
  • Network and Cybersecurity Courses, Process Control Courses (Level 1)

• Training must be completed within 90 days of task order award.

• Each training session must have a minimum of five and a maximum of 12 students.

• Total students per course cannot exceed 56 per year.

• Contractor must provide a comprehensive course training management plan within five business days of contract establishment.

• Provide course syllabus 5 calendar days prior to the start date.

• Provide electronic course materials 48 hours prior to the start date.

• Provide electronic certificates (.pdf) 48 hours after course completion.

• Training will occur at the Contractor's designated off-site facility in a safe, industry-standard classroom.

• The IDIQ contract has a sixty (60)-month continuous ordering period.

• Contractor must provide certified training Instructor(s).

• Contractor must coordinate training schedules with the Government Representative within 14 days of task order award and obtain approval.

• Contractor must immediately notify the Government Representative of any course cancellations.

• Payment methods include Purchase Requests (PRs) and Government Purchase Card (GPC).

• The training management plan must detail the Contractor's strategy for meeting training objectives, including management, preparation, format, and submission processes, contractor qualifications, roles, responsibilities, and course agenda.
