Quick Summary
The National Aeronautics and Space Administration (NASA) Shared Services Center has issued a Special Notice for the sole-source renewal of the Rockwell TechConnect Support Agreement for NASA Langley Research Center (LaRC). This requirement ensures the continued maintenance and support of existing, safety-critical Rockwell Automation systems. The intended awardee is ELECTRICAL EQUIPMENT CO. Interested organizations may submit capabilities by March 2, 2026, at 7 a.m. CST.
Purpose & Scope
NASA/NSSC requires the renewal of the Allen Bradley Tech Connect (P/N: ABTECHCONNECT) Rockwell TechConnect Support Agreement. This is crucial for maintaining and supporting the 60-70 existing Rockwell Automation systems, which utilize Allen-Bradley hardware and Rockwell Automation software, at NASA LaRC. These systems are considered safety-critical. The support includes unlimited direct-access phone support (8 am - 5 pm, Monday-Friday) and 24/7 online access to the knowledge base and downloadable software updates. The contract covers a one-year period.
Contract Details & Justification
This is a sole-source procurement under the authority of FAR 13.106-1(b)(1)(i), with no set-aside. The intended contractor is ELECTRICAL EQUIPMENT CO, located in Norfolk, Virginia. The period of performance is from March 1, 2026, to February 28, 2027. Performance will be via e-delivery to NASA Langley Research Center (LaRC) in Hampton, VA. The justification for sole-sourcing to EECO is that they are identified as the only vendor qualified to support the specific Rockwell Automation systems currently in use at NASA LaRC. Using an alternate vendor would necessitate extensive research, time, and money to replace current systems, cause work stoppages, and lead to higher costs and loss of production time, making it operationally cost and time prohibitive.
Submission & Contact
This notice serves as a determination to solicit from a single source. However, interested organizations may submit their capabilities and qualifications in writing to the identified point of contact. Submissions are due no later than 7 a.m. Central Standard Time on March 2, 2026. These submissions will be evaluated solely to determine if the procurement should be conducted on a competitive basis, with the final determination remaining at the government's discretion. The primary point of contact is Shanna Patterson, Procurement Specialist, at shanna.l.patterson@nasa.gov.
Additional Notes
The NAICS Code for this requirement is 541519. Oral communications are not acceptable. NASA Clause 1852.215-84, Ombudsman, is applicable.
