Scope of Work
Contractors will provide professional land surveying services primarily focused on cadastral boundary surveys within National Forests and Grasslands across Colorado, Wyoming, South Dakota, Nebraska, and Kansas. Key services include:
- Retracement/Dependent Resurvey of Public Land Survey System (PLSS), Homestead Entry, Exchange, and Mineral Surveys.
- PLSS Section Subdivision.
- Retracement and/or survey of Congressionally Designated Area boundaries (e.g., Wilderness).
- Marking and Posting of National Forest/Grasslands Boundaries.
- Monumentation, recovery, reestablishment, and remonumentation of boundary corners.
- Maintenance or removal of marked boundary lines.
- Geodetic Control, Rights of Way, Engineering, Resource Specific Site, and General Control surveys.
- Preparation of Exhibits, Certificates of Survey, Records of Survey, and Certified Corner Recordations.
- Geographic Coordinate Data Base (GCDB) Maintenance (data collection).
- Drafting services (ACAD or ARCGIS) and data entry services (ARCGIS, Excel, Access).
- Other activities defined in the Region 2 - Boundary Management Contract Specifications.
Contract Details
- Contract Type: Indefinite Delivery-Indefinite Quantity (IDIQ) A-E Services.
- Number of Awards: Up to five (5) or more contracts.
- Period of Performance: Five (5) years from the date of award, including options.
- Total Contract Value: Not to exceed $4M across all awarded contracts.
- Guaranteed Minimum: $1,000 for the first year of each contract.
- Task Orders: Firm-fixed priced task orders will be issued as needed.

Evaluation Factors
Firms will be evaluated per FAR 36.602-1 on the following factors, with factors 1-3 being most important and equal, factor 4 slightly less important, and factors 5-6 as tiebreakers:
- Professional Qualifications: Including required state licenses.
- Specialized Experience & Technical Competence: Demonstrated by similar projects, knowledge of BLM Manual, Region 2 Specifications, quality control, and experience in arduous terrain.
- Capacity to Accomplish Work in the Required Time: Ability to assign personnel with short notice.
- Past Performance: Excellent record, supported by references and potentially PPIPRS.
- Geographical Area of the Project and Knowledge of the Locality: Office location within customary trade area and prior survey experience.
- Additional Data: Average percentage of time key personnel spend on survey functions, PLSS experience in the last 3 years, and sample filed plats/drawings.
