Quick Summary

The Department of the Navy / NAVSUP Weapon Systems Support Mech is soliciting proposals for Welding Rods (ROD,WELDING). This procurement is for SPECIAL EMPHASIS material (Level I, Scope of Certification, or Quality Assured) crucial for shipboard systems, requiring stringent quality control. This is a Total Small Business Set-Aside. Proposals are due by March 23, 2026, at 8:30 PM UTC.

Scope of Work

This opportunity requires the supply of welding electrodes, specifically AWS Classification E8018-B3L, 5/32 Inch diameter, 14 Inches cut length, in 10-pound containers. The material must meet AWS-A5.5 and AWS-A5.01 specifications, with specific exceptions and modifications detailed in the solicitation, including enhanced testing for chemical analysis, soundness, all weld metal tension, and moisture.

Technical Requirements

Suppliers must adhere to detailed manufacturing and design specifications, including the use of welding electrode strip heaters and holding fixtures. Configuration control, waiver/deviation procedures, and Engineering Change Proposals (ECPs) are critical. A Certificate of Compliance for special emphasis material and a Mercury Free requirement are mandatory. Applicable requirements from NAVSEA 0948-LP-045-7010 also apply.

Quality Assurance & Certification

Contractors must maintain a quality system compliant with ISO-9001 (or MIL-I-45208 as an alternate), along with calibration system requirements (ISO-10012/ANSI-Z540.3/ISO-17025 or MIL-STD-45662). The quality system is subject to Government evaluation. Strict traceability and certification requirements are in place, demanding unique traceability numbers, heat-lot numbers, and specific markings. Material certification reports must be signed, positive, and unqualified, reflecting actual attributes and full compliance. All certification data, including for CDRL DI-MISC-81020 and DI-MISC-80678, must be submitted to Portsmouth Naval Shipyard via WAWF (Ship to N50286, Inspect by N39040, Accept by N39040, email PORT_PTNH_WAWF_Notification@navy.mil). No material is to be shipped prior to receipt of acceptance. Final inspections include 100% inspection for traceability marking and certification completeness.
