Scope of Work
The contractor shall provide all qualified personnel, equipment, and supplies (except Government-furnished items), tools, materials, supervision, transportation, and lodging necessary for wildfire hazard reduction through prescribed burning and mop-up operations. This includes:
- Complete planning and implementation of prescribed burn operations, including determining when specific burn units are within prescription parameters through field checks of fuel moisture percentages.
- Providing all required crew members, supervision, and making all prescribed burn operational decisions, from site-specific unit conditions to ignition, holding operations, mop-up, and patrol until released by the COR.
- Furnishing labor for fire line construction and/or maintenance (mechanical and/or hand line), brushing/lopping/scattering/pruning for vegetation modification, fuels pullback, ignition, holding/suppression, snag felling, mop-up, patrol, and fire line/road access repair.
- Contractor employees must meet the standard classifications of positions as defined in the National Wildfire Coordinating Group National Incident Management System: Wildland Fire Qualifications System Guide (PMS 310-1, NFES 1414, October 2018, or latest version).
- In the event of an escaped fire, the contractor shall take immediate action to control, suppress, and mop up under Government guidance.

Evaluation
