Scope of Work
This Request for Quotation (RFQ) requires the provision of 35 RoIP gateways for transmitting radio communications over satellite networks. Key deliverables include:
- Satellite connectivity for all 35 devices.
- Over-the-air/satellite updates for all covered devices.
- Support and maintenance, including device repairs and replacement.
- A web-based portal for talk group and device management with unlimited user access and defined access levels.
- GPS reporting for all 35 devices (power-up, every 0.75 miles when moving, every 15 minutes when on, and on demand).
- Provision of a REST API compatible with Team Awareness Kit (TAK), computer-aided dispatch systems, and ESRI ArcGIS.
- 24/7 customer service via phone and email.
- Monthly detailed invoices.
- Ability to suspend/deactivate service for inactive terminals.
- Ensuring all field terminals and portals operate with the most current software versions.

- Submission Method: Electronically via email to matthew_duane@ios.doi.gov.
- Questions: Must be submitted in writing via email to matthew_duane@ios.doi.gov at least 2 business days before the closing date.
- Quotation Structure: Two parts: a non-price section and a price section.
- Evaluation Criteria: The non-price section will be evaluated based on Technical and Past Performance. The price section will be evaluated based on Price. Award will be made to the responsible firm whose quote is most advantageous to the Government, considering price and other factors, including past performance.
