Scope of Work

The contract requires comprehensive annual maintenance and repair services for twelve roll-up doors on the hybrid cooling tower at the NIST Center for Neutron Research (NCNR). Services encompass two (2) preventive maintenance visits per year, as well as on-call non-emergency and emergency repair services. Contract Details

This is anticipated to be a Firm-Fixed-Price Purchase Order for inspections and maintenance, with Time & Materials for repair services. The contract will consist of a 12-month base year and four (4) 12-month option periods, with a total duration not to exceed 5 years and 6 months. Combined emergency and non-emergency repair services are subject to a not-to-exceed (NTE) limit of $10,000.00 annually per period of performance. The place of performance is on-site at the NIST Gaithersburg, MD campus.

Submission & Evaluation

Quotations must be submitted electronically via email to ranae.armstrong@nist.gov with a copy to Donald.collie@nist.gov by April 29, 2026, at 4:00 PM ET. Submissions must reference the RFQ number in the subject line and be divided into three volumes: Technical, Price, and Terms and Conditions. Offerors must use the provided "Relevant Experience Project Data Sheet" and "Past Performance Questionnaire." Award will be made to the responsible offeror whose quotation is most advantageous to the Government, with non-cost factors (Technical Capability, Experience, Past Performance) being more important than price. The Government reserves the right to award without discussions.

Site Visit & Clarifications

A site visit was scheduled for April 08, 2026, at 10:00 a.m. EST at NIST, Building 225, Gaithersburg, MD. Registration for the site visit was required by April 06, 2026, at 12:00 PM EDT. The deadline for submitting written questions was April 15, 2026. Clarifications indicate the contractor is responsible for providing all aerial lifts, scaffolding, and fall protection.
