Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Roman Catholic Priest services to support the WPAFB Installation Ministries at Wright-Patterson Air Force Base, Ohio. The goal is to provide religious and spiritual leadership to meet the needs of Catholic military personnel, their family members, and other authorized personnel.

• Provide labor and management for Roman Catholic support requirements.

• Offer religious and spiritual leadership.

• Support individual rights under the First Amendment and provide opportunities for the free exercise of religious beliefs.

• Tasks not specifically outlined are considered voluntary and performed at no cost to the government.

• The period of performance includes one (1) base year plus four (4) option years.

• Primary place of performance will be the Prairies chapel and other chapel buildings located on WPAFB.

• Duty Hours: 40-hour work week, often including weekends and holidays. Services required no later than 15 minutes prior to scheduled start times. After-action reports for emergency ministry within 72 hours. Monthly access user file for AFCCARS within three days of service.

• Qualifications: Must be a credentialed Roman Catholic Priest in good standing with the Archdiocese for the Military Services (AMS), possess a DD Form 2088, and meet educational/experience requirements outlined in DoDI 1304.28. Must complete annual training on privileged communication and other specified training.

• Specific Services: Includes Sunday, Holy Days, and daily Mass; comprehensive religious education and sacramental preparation; sacramental ministry (Baptism, First Eucharist, Confirmation, Penance, Marriage, Sacrament of the Sick); OCIA; Young Adult Ministry; Spiritual Enrichment programs; and comprehensive Catholic Pastoral Care.

• Blessed Sacrament Room: Ensure a reserved room on installations for the exclusive use of the Roman Catholic Community.

• Sunday and Daily Masses: No stipend received for these services. Must conform to the General Instruction on the Roman Missal (GIRM).

• Sacrament of Penance: Provide weekly scheduled celebrations, separated from Mass start time.

• Spiritual Care: Be available for active-duty Catholics, dependents, and others seeking counsel, providing confidential spiritual counseling.

• Administrative Duties: Obtain permits/licenses, give notices, comply with laws, maintain records. Weekly duties include attending staff meetings, ensuring advertising compliance, providing after-action reports, and input for the annual ministry plan. Quarterly duties include providing ministry schedules and financial projections. Annual duties include program review.

• Records Management: Manage government data, sacramental records, and comply with FOIA requirements. Safeguard government property.

• Volunteers: Recruit, organize, and train volunteers, ensuring they meet qualifications and receive appropriate training.

• Payment to employees/subcontractors within 30 days.

• Criminal history background check completed within 30 days of contract award.

• Conduct Mass and Sacraments, achieving >3.5/5 or 70% on Annual "Satisfaction Survey of Parish Members".

• Availability for pastoral care, achieving >3.5/5 or 70% on Annual "Satisfaction Survey of Parish Members".

• Maintain endorsement, submitting quarterly reports to AMS.

• Staff Meeting Attendance: Monthly attendance and input.

• Services Attendance: Prepared 15 minutes prior to service.

• Dress and Appearance: Meet clergy attire or appropriate religious garment standards.

• AFCCARS: Complete monthly IAW Chapel policy.

• Security and Safety: Responsible for safeguarding government property, maintaining key control, and securing facilities. Prohibited from possessing weapons/firearms/ammunition on installation. Report security threats.

• Criminal History Background Check: Required for all individuals working with children under 18 (Tier 1 background check, FBI advanced fingerprint check). Individuals working under LOSS must wear conspicuous identification. Failure to comply results in termination.

• Subcontracting: Not permitted without prior written COR approval. Subcontractors must be reviewed by chapel staff.

• Compliance with Public Law: Contractor shall not perform inherently governmental functions.

• Confidentiality: Privacy Act of 1974 applies. Information is considered Government property and shall not be disseminated without expressed consent.

• Quality Control: Contractor responsible for quality control procedures. COR will evaluate performance IAW the Quality Assurance Surveillance Plan (QASP).
