Scope of Work

The requirement is for Roman Catholic Priest services to support the WPAFB Installation Ministries. This includes providing labor and management for Catholic support, offering religious and spiritual leadership, and supporting the free exercise of religious beliefs for military personnel, their families, and authorized individuals. The period of performance is anticipated to be one base year plus four option years, primarily at the Prairies chapel and other WPAFB chapel buildings.

Key Requirements

  • Qualifications: Contractors must provide a credentialed Roman Catholic Priest in good standing with the Archdiocese for the Military Services (AMS), possessing a DD Form 2088, and meeting educational/experience requirements outlined in DoDI 1304.28. Annual training on privileged communication is also required.
  • Services: Core services include Sunday, Holy Days, and daily Mass; comprehensive religious education and sacramental preparation (Baptism, First Eucharist, Confirmation, Penance, Marriage, Sacrament of the Sick); OCIA; Young Adult Ministry; Spiritual Enrichment programs; and comprehensive Catholic Pastoral Care.
  • Administrative Duties: Includes attending staff meetings, ensuring advertising compliance, providing after-action reports, input for the annual ministry plan, and managing sacramental records.
  • Performance Standards: Performance will be evaluated based on metrics such as achieving >70% satisfaction on annual "Satisfaction Survey of Parish Members" for Mass/Sacraments and pastoral care.
  • Security: A criminal history background check (Tier 1, FBI advanced fingerprint check) is required for all individuals working with children under 18.
