Scope of Work

This project involves the comprehensive replacement of roofing systems across designated areas (A, A1, B, C, D, E, E1, F, G, PH-1, PH-2, PH-3 & PH-4). The contractor will be responsible for providing all materials, labor, tools, equipment, and services. Key tasks include the removal of the existing roof down to the structural deck, deck inspection, and replacement of roof drains. New installations will feature two layers of 2-inch polyisocyanurate insulation (4-inches total), with tapered insulation in Areas A1 and E1, and a 1/2-inch high-density polyisocyanurate cover board. A fully-adhered, minimum 80-mil PVC roof system (meeting ASTM D4434, Type III) will be installed, along with specified PVC and sheet metal flashings and sealants. The project also requires an alternate price for temporary interior protection and includes lightning protection work. All work must adhere to applicable codes and local regulations, and the contractor must coordinate with the Facility Manager to prevent operational interference.

Evaluation

Award decisions will be based on best value, with a primary concern for the lowest overall price. However, the Postal Service may consider superior technical or management features if they offer better value, even at a higher price. Minimum requirements include:

• Technical Evaluation Plan: Scored out of 100 points, covering Eligibility, Bonding Information, Financial Condition & Capability, Supplier Capability, and Past Performance (details in Solicitation Attachment 11).
• Price Proposal: Including Signed Offer and Award, Schedule of Values, and Schedules for Unit Prices/Alternates (if applicable).
• Affirmation of Contract Terms & Conditions.
• VETS-4212 Documentation: Proof of registration with the Department of Labor Report System is required.
• Bonding: Ability to obtain 100% performance and payment bonds within seven calendar days of a Notice of Intent to Award. Successful offerors will also be required to submit a Sub-Contracting Plan and Project Specific Safety Plan before a Notice to Proceed is issued and must comply with Contractor's Screening Requirements (Clause F-102).
