Solicitation / RFP / RFQ

This solicitation is for the furnishing and delivery of crushed aggregate to designated government stockpile locations in Douglas County, Oregon. The aggregate will be used for surfacing and repair of Bureau of Land Management (BLM) roads in the Roseburg District, South River Resource Area. The contract type is Firm Fixed-Price.

• Aggregate Types: 1 ½" Minus Crushed Aggregate and 3" Minus Crushed Aggregate.

• Quantities: Estimated quantities are 7500 tons for 1 ½" Minus and 2500 tons for 3" Minus.

• Material Specifications: Aggregate must be hard, durable particles, uniformly graded, and comply with specific AASHTO standards (T11, T27, T96, T210). Granitic materials are not acceptable for surface aggregate. Material must be free from vegetative matter and clay balls. Durability factor must be not less than 40, and percent of wear not more than 40.

• Stockpile Locations: Delivery is required to specific locations in Douglas County, Oregon (Days Creek, Louis Creek, Slide Creek, Stouts Creek, Suicide Creek).

• Sampling and Testing: Contractor must submit test reports prior to delivery. Testing requirements include AASHTO T11 and T27 for material sources and for acceptance of materials (per 500 tons or daily).

• Weighing Devices: Contractor must furnish, maintain, and operate acceptable weighing devices, accurate within 0.5 percent. Scales must be checked, adjusted, and certified.

• Measurement: Quantities will be measured and paid for by the ton accepted in stockpile.

• Period of Performance: July 1, 2026, to September 30, 2026.

• Contract Type: Firm Fixed-Price Commercial Services Contract.

• Submission: Quotations are due by 06/08/2026 at 1700 ED. Submit electronically via email to carrie_mahlmeister@ios.doi.gov_so_952_mail@blm.gov.

• Quotation Format: Two parts: (1) non-price section and (2) price section.

• Non-Price Section: Must include MSHA Blasting Certificate, past performance information on three similar projects (within the last six years), and address any adverse past performance.

• Price Section: Submit completed Standard Form 1449 and acknowledge amendments. Price must include all costs.

• Evaluation: Award will be made to the responsible firm whose quote is most advantageous, considering Technical Acceptability, Past Performance, and Price.

• This acquisition is set aside 100.00% for Small Business.

• NAICS Code: 212319 (Other Crushed and Broken Mineral Mining and Quarrying) with a size standard of 550 employees.
