This solicitation is for Airfield Grounds maintenance and clearing services at Rota International Airport, Commonwealth of the Northern Mariana Islands. The services are required in support of exercise operations.

• Provide Airfield grounds maintenance and Foreign Object Debris (FOD) clearing services.

• Services to be performed IAW the attached Statement of Work (SOW).

• Period of Performance: May 25, 2026, to June 10, 2026.

• Offer Due Date: May 21, 2026, at 06:00 PM local time.

• Evaluation factors will be based on price and other factors, with the relative importance to be detailed in the solicitation.

• This acquisition is a set-aside for Small Business.

• NAICS Code: 561730 (Landscaping Services)

• Size Standard: USD 9.00 million

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-4 by reference, and these are attached.

• Payment will be made via Wide Area WorkFlow (WAWF).

• An Ombudsman is available for concerns and issues.

It is intended to ensure that service employees are paid at least the minimum wage and receive the specified benefits.

This wage determination is critical for bidders to accurately estimate labor costs for their proposals. Statement of Work (SOW)

To provide grounds maintenance clearing services at Rota International Airport (PGRO), specifically focusing on removing vegetation and debris from approximately 200,000 square feet of ramp to ensure safe airfield operations.

• Vegetation Removal: Clear all weeds from cracks and the surface of the designated ramp area.

• Debris Removal: Remove all debris, including Foreign Object Debris (FOD), to ensure the area is safe for aircraft.

• Area: Minimum of 200,000 square feet of airfield ramp, including areas within six (6) feet of the designated section.

• Compliance: Adhere to all applicable federal, state, local, DoD, and Air Force regulations, including OSHA standards and environmental regulations.

• Complete removal of vegetation and debris from the specified ramp area.

• Confirmation from the Government representative that the area is cleared and safe for aircraft operations.

• Airfield Clearing Completion: No later than June 10th.

• Inspection: Formal inspection and final acceptance by Government personnel on or about June 15th.

• Location: Rota International Airport (PGRO).

• Work Schedule: Submit a work schedule for approval before Notice to Proceed. Adhere to the approved schedule, with any changes requiring prior approval.

• Hours of Operation: Standard hours are 0700-1700, Monday-Friday, but may need adjustment based on airfield operations.

• Access: Contractor is responsible for obtaining all necessary installation and airfield access, including personnel and vehicle passes.

• Permits & Licenses: Obtain and maintain all necessary permits, licenses, and certifications. Drivers must have valid licenses, and vehicles must have valid registration and insurance.

• Environmental: Comply with all environmental regulations. Any chemical application requires formal written request and approval. All debris and vegetation must be disposed of at a licensed, commercial off-base facility.

• Damages: Contractor is responsible for repairing any damage to Government property.

• Government Furnished Property: None. Contractor must provide all equipment and storage.

• Quality Assurance: Government will conduct inspections; deficiencies must be corrected within 48 hours.

• Weather Delays: Notify CO/COR within 48 hours of stoppage; requests for extensions must be submitted in writing.
