Scope of Work
The JOC will cover incidental design, renovations, repairs, maintenance, replacements, alterations, demolition, and NAVFAC Construction work. This includes Category II (limited disciplines, substantial risk), Category III (minor renovation/repair), and Category IV (work without permits, built from client requirements). The contractor will furnish all necessary labor, materials, and equipment, with work ordered through individual Task Orders. Design services, potentially requiring professional engineer stamps, may be included. Performance must comply with U.S. federal and local laws, NAVFAC Guide Specifications, and industry standards, including specific building and safety codes (e.g., NEC, NFPA, IBC, EM 385-1-1).

Response Requirements
Interested offerors must submit a limited capabilities statement (maximum 10 pages) describing experience in similar work and ability to perform construction in Spain or the European Union. Include details for no more than two example projects (company, contract number, duration, description, dollar amount). Comments on the draft Statement of Work are also welcome and do not count against page limits.
Special Considerations
The Agreement on Defense Cooperation (ADC) between the U.S. and Spain requires contractors for construction in Spain to meet Spanish legislation for government works. The solicitation is expected to require contractors to be registered at the Registro Oficial de Licitadores y Empresas clasificadas del Sector Publico (Spanish Ministry of Finance) or an EU nation equivalent, with applicable classification. Key personnel (Project Manager, Site Safety and Health Officer), minimum insurance, and performance bonds for larger task orders are also required.
