This is a combined synopsis/solicitation (RFQ Number: SPMYM126Q4044) for commercial items, prepared in accordance with FAR Part 13 using Simplified Acquisition Procedures. The DLA Maritime Norfolk – Contracting Division intends to issue a sole source firm fixed-price solicitation to procure one (1) Rotor & Shaft Complete Assembly (HAN Part Number 7495G1). The solicitation is unrestricted and will be made under FAR 13.5 procedures. Award will be made on a sole source basis to Hansome Energy Systems under the authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, as only one responsible source will satisfy agency requirements.

• Evaluation Factors: Award will be made based on Technical Capability, Price, Delivery, and SPRS Score. Award will be based on the lowest price Technically Acceptable.

• Technical Acceptability: Vendor must clearly indicate capability to meet all specifications. A detailed (unpriced) capabilities statement is required, including lead time, specifications for alternate materials (if applicable), complete list of supplies, manufacturer name, and country of origin.

• Price Reasonableness: Quote must break down pricing separately from technical capability. Government may request additional documentation to determine price reasonableness.

• Payment: Payment via WAWF (Wide Area Workflow). Contractors must have a WAWF account.

• Business Size: Unrestricted, other than full and open competition after exclusion of sources.

• Registration: Vendors must be registered in the System for Award Management (SAM) database.
