Statement of Work (SOW) / Performance Work Statement (PWS)

The Bureau of Land Management (BLM) - Rio Puerco Field Office (RPFO) seeks to procure steel picnic shelters for the Joe Skeen Campground and The Narrows Picnic Area in west central New Mexico.

• Quantity: 8 total shelters (7 each 16'x16' and 1 each 20'x20').

• Specifications: All steel, square, hip roof shelters with a 7 ft 6 in. eave height and a 4:12 roof pitch.

• Structural Requirements: Structures must meet site-specific snow and wind load criteria based on the 2018 IBC or newer. Detailed drawings, design data, erection plans, and installation instructions sealed by a licensed engineer are required. Structural members must conform to ASTM A-500 Grade B/C for tubing and ASTM A-36 for plates/gussets. Welding must adhere to AWS standards. Bolted baseplate connections are not acceptable.

• Foundation: A foundation/footing design and drawings sealed by a licensed engineer are required for the installation area.

• Hardware: All required fasteners for construction will be provided. Uncoated hardware for hidden applications, and zinc-plated or galvanized hardware for exposed applications. ASTM A325 for bolts, ASTM B7 for threaded rod, ASTM F436 for washers, and ASTM A563 for hex nuts. Stainless steel hardware (ASTM A-304) is available upon request for exposed applications. Headed anchor bolts must comply with F1554 grade 36.

• Coating: All fabricated steel members will be primed and powder coated. Roof panels and posts/uprights will be colored according to the manufacturer's palette, subject to vendor submission and BLM approval prior to fabrication.

• Delivery Notification: Contractor must notify the Contracting Officer’s Representative (COR) at least five working days prior to delivery.

• Delivery Times: Monday through Friday, 9:30 am – 3:00 pm (excluding holidays).

• Responsibility: Contractor is responsible for product care and protection until accepted by the COR. BLM is responsible for offloading.

• Transportation Costs: All transportation and freight charges are the responsibility of the Contractor and must be included in the total quoted price.
