Scope of Work
The selected contractor will provide comprehensive program management and subcontract administration. This involves rapidly awarding and managing subcontracts with testing performers, executing Government-defined testing plans for MCM candidates, and ensuring data generation, quality control, and entry into specified repositories. Regulatory support, including developing a comprehensive Regulatory Strategy and Target Product Profile (TPP) for each MCM candidate and supporting FDA engagement, is also required. Deliverables include an Integrated Master Schedule (IMS), various reports (monthly, quarterly, annual, final), a Spend Plan, Risk Management Plan, Study Protocols, Study Reports, Regulatory Strategy, TPP, and Letters of Authorization.
Contract & Timeline
This opportunity is issued under Other Transaction Authority (OTA) (10 U.S.C. § 4022). The anticipated period of performance is 60 months (5 years) from the date of award. The Government may award a follow-on production contract or OTA.

Evaluation
Preproposals will be evaluated in descending order of importance:
- Technical Approach: Feasibility, merit, program/subcontract management, technical oversight, regulatory compliance, and Program Manager qualifications.
- Past Performance and Relevant Experience: Demonstrated experience managing similar government contracts, particularly in medical/drug development and subcontractor management.
Submission Requirements
Preproposals must include sufficient detail, a cover page with POC information, company address, UEI, and CAGE codes. A page limit of 14 pages applies (excluding cover page, Rough Order of Magnitude (ROM), and Work Breakdown Structure (WBS)). The ROM should detail management services for one year.
