Scope of Work
The selected Prototype Accelerator Partner (PAP) will be responsible for:
- Executing rapid, commercial-style Business-to-Business (B2B) sub-agreements with Portfolio Prototyping Companies (PPCs).
- Scouting, vetting, and issuing B2B sub-agreements, ensuring fairness, transparency, and objectivity.
- Fostering innovation ecosystems in areas such as legal, cybersecurity, biotechnology, commercialization, financial, and High-Performance Computing (HPC) integration.
- Data rights will be negotiated, with the Government expecting unlimited rights for PAP non-B2B deliverables. Foreground Intellectual Property (IP) (the prototype) will grant the Government Government Purpose Rights (GPR).
Contract Details
- Type: Other Transaction Authority (OTA) agreement under Broad Other Transaction Authority Announcement (BOTAA) W911SR-24-R-CWMD.
- Base Award: Up to $8 million.
- Ceiling: Individual PAP OT agreements have a ceiling of $95 million over a potential five-year period.
- Follow-on Production: Possible upon successful completion of the prototype project.
- Set-Aside/Eligibility: Seeking qualified 501(c)(3) non-profit organizations.
