Purpose & Scope
This Request for Project Proposal (RPP) is issued under the Broad Other Transaction Authority Announcement (BOTAA) W911SR-24-R-CWMD. The VEDDER PA is designed to align with Section 236 (Pilot Program on Development of Near-Term Use Cases and Demonstration of Artificial Intelligence Toward Biotechnology Applications for National Security). The selected Prototype Accelerator Partner (PAP) will foster collaboration between the private sector, national resources, and the U.S. Government to improve platforms, systems, components, and materials for the Armed Forces, with a particular focus on biotechnology and preventing the offshoring of critical biotechnologies.
Key Requirements
The PAP will function as an actively managed innovation ecosystem, accelerating the development, validation, and fielding of National Biosecurity Capabilities. Offerors are encouraged to propose innovative approaches and define specific accelerator ecosystem types, including areas like legal, cybersecurity, biotechnology, commercialization, financial, and High-Performance Computing (HPC) integration. The PAP is responsible for securing and maintaining access to USG infrastructure (HPC, labs, etc.), and offerors must detail their strategy for facilitating this access. Data rights will be negotiated, with the Government desiring Government Purpose Rights (GPR) for data generated with DoW funding.
Contract Details
Awards will be made via an Other Transaction (OT) agreement. Individual PAP OT agreements will have a base award of up to $8 million and a ceiling of $95 million over a potential five-year period. A follow-on production contract or OT may be awarded without competitive procedures to a participant who successfully completes their prototype project.
Eligibility
This opportunity is specifically for qualified 501(c)(3) non-profit organizations. While direct private capital co-investment is considered, broader commercialization pathways (venture engagement, strategic partnerships, licensing, startup formation, translational funding, non-dilutive capital) are also responsive.
Submission & Evaluation
Preproposals are due by June 25, 2026, 1300 EST. Submissions must be sent via email to usarmy.apg.acc.mbx.jpeo-cbrnd-botaa@army.mil, Mr. Aaron Skinner, and Mr. Lionel Love. Evaluation will consider Technical Approach, Portfolio and NFP Experience, Price, and a mandatory Draft VEDDER OCI Mitigation Plan. Selected offerors will be invited to formal VEDDER Pitch Meetings. Tentative key dates include Request for Full Proposal (RFFP) by July 14, 2026, and an award by September 4, 2026.
