Statement of Work (SOW)

This document outlines the requirements for the management and operation of a Residential Reentry Center (RRC) to provide comprehensive community-based services for individuals in the custody of the Bureau of Prisons (BOP) or under the supervision of the U.S. Probation and Pretrial Services.

The contractor is responsible for furnishing all personnel, management, equipment, supplies, and services necessary for the operation of the RRC. This includes, but is not limited to:

• Administration and Organization: Maintaining an operations manual, developing a mission statement, and adhering to ACA Standards.
• Personnel: Ensuring trained, paid staff for 24-hour coverage, meeting position requirements for key personnel (e.g., RRC Director, Case Manager), and maintaining personnel records.
• Facility: Complying with all local, state, and national health, safety, and environmental laws and regulations, including specific standards for air circulation, lighting, space, and sanitation.
• Life Safety: Meeting specific fire and safety standards, maintaining emergency plans, and ensuring compliance with NFPA codes.
• Hazardous Communications/Chemical Control: Establishing a written plan for the storage, handling, and accountability of chemicals and personal protective equipment.
• Pest Control & Waste Management: Providing pest control and disposal services, and managing trash removal.
• Referral and Intake Processing: Developing policies for resident referral, intake, and notification procedures.
• Programs: Implementing an Individualized Program Plan (IPP) for each resident, conducting progress reviews, and managing program components (Community Corrections, Pre-Release, Home Confinement).
• Home Confinement: Recommending and managing residents on home confinement, including monitoring and compliance.
• Security and Accountability: Providing written policies for resident accountability and security, including sign-in/sign-out procedures and cell phone use.
• Discipline: Establishing facility rules of conduct, sanctions, and disciplinary procedures.
• Medical Services: Providing residents access to medical care and treatment, including emergency services, telehealth, and medication management.
• Records and Reports: Safeguarding resident records, maintaining contract records, and submitting required documentation and billing.
