This document is a combined synopsis/solicitation for commercial items, constituting the only solicitation for RS Means Plus Subscriptions. The government is procuring four (4) RS Means Plus software subscriptions.

• The objective is to obtain four (4) RS Means Plus software subscriptions.

• The specific items required are: 'Complete Library Plus Online' (Part No. 66PRPK) and 'Complete Plus Subscription' (Part No. COMPLETE-Plus).

• Products must be new, manufactured commercial items from the Original Equipment Manufacturer (OEM) or an OEM-approved source.

• The exact brand name, make, and model number specified must be provided.

• Sufficient documentation (e.g., manufacturer quote, datasheet, product listing) is required to confirm the offered product.

• Alternate, substitute, or "equal" products will not be considered.

• Anticipated award type: Firm-fixed-price Purchase Order.

• Period of performance: One (1) year.

• The government intends to make one award.

• Quotations are requested and a separate written solicitation will not be issued.

• Pricing must be provided as requested in the attached spreadsheet titled "SF 1449".

• Evaluation will be based on Price and Technical Acceptability.

• Technical Acceptability will be rated as "acceptable" or "unacceptable" based on the ability to provide the exact specified items.

• Only technically acceptable quotations will be considered for award.

• Past Performance will also be evaluated using an "Acceptable", "Neutral", or "Unacceptable" rating system.

• The evaluation method prioritizes the lowest priced offer for Technical Capability, proceeding to technically acceptable offers with acceptable or neutral past performance.

• Offerors must hold prices firm for 90 calendar days from the specified date for receipt of offers.

• Questions are due no later than April 16, 2026, at 09:00 AM Eastern Time via email to cody.grey@usda.gov.

• This acquisition is not set-aside for small business concerns and is an unrestricted requirement.

• All responsible sources may submit a quotation.

• The applicable North American Industry Classification Standard (NAICS) Code is 513210, with a small business size standard of $47 million.

• The intended source is The Gordian Group, which holds exclusive property rights to the product, and no alternatives are available to meet USDA requirements.

• Numerous Federal Acquisition Regulation (FAR) and Agriculture Acquisition Regulation (AGAR) clauses and provisions are incorporated by reference and full text.

• The document includes information on agency protests and the USDA Ombudsman Program.
