Scope of Work
The RFI seeks information on capabilities to support a wide variety of customer-driven logistics requirements, particularly those exceeding the Government Purchase Card (GPC) threshold. The scope covers four core categories:
- Procurement: Includes custom fabrication of unique items, acquisition of specialized equipment (e.g., portable hydraulic pumps, specialized metal brackets), replacement of vehicles and major equipment (e.g., 3-axle trailers, heavy-duty tractors), and procurement of consumables, supplies, and lifting equipment. All fabricated items must meet Government QA standards.
- Services: Encompasses heavy equipment rental and lift operations (including high-capacity cranes, certified operators, and engineered lift plans for loads up to 180,000 lbs), transportation compliance and permitting (for oversized, overweight, and hazardous materials), calibration and proof-loading services, immediate asset recovery and mishap remediation, and refurbishment/technical upgrades for legacy RSLP equipment (e.g., Type II Transporter).
- Management: Contractor must manage, control, maintain, and safeguard Government Furnished Property (GFP) per FAR Part 45, and provide detailed program management, including Integrated Master Schedules, inventory/maintenance forecasting, and expenditure reports.
- Compliance: Adherence to applicable local, state, and federal laws for commercial freight, specialized transport, and hazardous materials (HAZMAT).
