Purpose

RSLP aims to establish a contract vehicle to support its mission of providing responsive space and Research, Development, Test and Evaluation (RDT&E) launch vehicle support to the DoD and other government agencies. This requires comprehensive logistics for a wide range of unique and aging Ground Support Equipment (GSE). The RFI seeks to gather detailed data on available solutions and vendor capabilities, understand industry alignment with requirements, and obtain feedback on business practices (e.g., contract types, ordering procedures) to achieve cost-effective, responsive, and technically viable low-risk solutions. RSLP is particularly interested in ideas for rapid and emergency support actions.

Scope of Work

The required logistics support encompasses a full spectrum of functions, including:

  • Procurement: Custom fabrication, acquisition of unique items, vehicle and major equipment replacement (e.g., 3-axle trailers, heavy-duty tractors), consumables, supplies, and specialized lifting equipment. All procurements must comply with DOT and safety regulations, and fabricated items must meet Government QA standards.
  • Services:
    • Heavy equipment rental and lift operations, including high-capacity cranes with certified operators and engineered lift plans (supporting single-crane picks up to 180,000 lbs and dual-crane lifts).
    • Explosives handling, ensuring certified equipment and operators for Hazard Class/Division 1.1 and 1.3 materials.
    • Transportation compliance and permitting for oversized, overweight, and hazardous material shipments, including DOT inspections.
    • Calibration and proof-loading services for mission tools and rigging equipment, traceable to national standards (e.g., NIST).
    • Asset recovery and mishap remediation.
    • Refurbishment, technical upgrades, and modifications for legacy RSLP equipment (e.g., Type II Transporter, stage container), including replacing obsolete components.
    • Logistics and transport management for assets between storage and repair facilities, including specialized handling.
    • General and specialized freight services for mission assets, explosive components, and solid rocket motors.
