Statement of Work (SOW) / Performance Work Statement (PWS)

To provide management, tools, supplies, equipment, and labor necessary to operate and maintain inspections for aircraft sunshade structures. The goal is to ensure the structures are maintained with minimal effort over their lifespan.

• PVC Cover Inspection: To be completed every 6 months or bi-annually. This includes checking fabric tension, reattaching loose PVC, and repairing any holes or rips according to the PVC repair procedure. Bird netting removal may be required.

• Steelwork Inspection: To be completed every 6 months or bi-annually. This involves checking tension rods for equal tension and tightening loose lock nuts, checking shackles for loose pins or missing safety wire, checking for damaged galvanization or corrosion (applying zinc-rich coating if needed), and spot-checking bolts for tightness (A325 bolts to be tightened per the turn-of-the-nut method). It also includes checking wind bracing and node restraint cables for proper tension and checking steelwork for missing or damaged components, with repairs or replacements as needed. Bird netting removal may be required for these tasks.

• PVC Cover Inspection: 99% acceptable quality level (AQL), with 100% review by the Government POC.

• Steelwork Inspection: 99% AQL, with 100% review by the Government POC.

• A deliverable includes certification of inspection IAW PWS, due 30 days after scheduled inspection, every 6 months.

• Inspections are to be performed bi-annually or after exposure to winds or snow loads close to the structure's designed limit.

• The work will be performed on MQ-9 Aircraft Sunshade Shelters.

• Government Furnished Property: Two MQ-9 Aircraft Sunshade Shelters (110' x 31' x 50'), ten LED Light Fixtures per sunshade, one breaker panel per sunshade, and 8,400 sq ft of netting per sunshade.

• Security: Contractor personnel must comply with installation access and security policies, including background checks. Access may be prohibited for individuals with criminal records or other security concerns. Contractor employees must carry identification and obey installation regulations. The government reserves the right to remove employees for misconduct or security reasons.

• Holidays: Services shall not be performed on recognized US holidays.

• Identification: Contractor personnel requiring frequent access must obtain base identification and vehicle passes. A written request is required, and individuals must present valid identification and vehicle documentation. Passes must be returned upon completion or termination of the contract. Failure to comply may result in withholding of final payment.

• Physical Security: Contractor must safeguard government property and secure facilities and equipment at the close of each work period.

This is a combined synopsis/solicitation for commercial products for Aircraft Shelter Inspections. The solicitation number is W50S77-26-Q-0001. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industrial Classification System (NAICS) code is 332311, and the small business size standard is 750EMP. This requirement is a 100% Small Business Set Aside.

• Provide all plant, labor, tools, equipment, parts, supplies, and transportation necessary to provide Bi-Annual Aircraft sunshade inspections.

• Inspections are to be performed IAW the Performance Work Statement (PWS).
