Submission & Evaluation

Proposals must be submitted electronically via the AOC's Secure File Transfer Site, Kiteworks. Offerors are encouraged to request Kiteworks access as soon as possible, providing a completed Non-disclosure Agreement (Attachment J.22). A Pre-proposal Conference and Walk-through of Senate facilities will be held on Tuesday, June 9, 2026. Questions regarding the RFP are due by Tuesday, June 16, 2026, at 12:00 Noon ET, submitted via Kiteworks using Attachment J.16. Proposals must be valid for 365 days.

Award will be made to the responsible Offeror whose proposal is most advantageous to the AOC, considering commission rate, price, and other factors. Evaluation factors, detailed in Section M, include Operational Plans and Proposed Services, Organizational Capabilities and Personnel Plan, Past Performance, Oral Presentations and Site Visits (if conducted), and Completed Section B Pricing Schedules and Financial Projections. Non-price factors (1, 2, and 4) are more significant than pricing (Factor 5). Offerors rated below "Acceptable" for Factors 1, 2, and 4 will not be eligible for award.
